Document Overview
Notified under Section 182 of the 1995 Act (No. Admn/1-EA-3/96-21021), this regulation fixes how the Authority itself meets and conducts business, and establishes its standing committees.
Key Provisions & Structure
The Authority must meet at least once every three months, ordinarily at its headquarters, on dates fixed by the Chief Administrator with the Chairman's approval (Regulation 3). At least seven days' written notice with the agenda must be given for ordinary meetings, though an emergency meeting can be called at shorter notice (Regulation 5). Minutes must be recorded, signed by the Presiding Officer and Chief Administrator, and circulated to members (Regulation 7).
Regulation 8 constitutes the Authority's standing committees, including the Finance & Accounts Committee — chaired by the Minister-in-charge of Housing & Urban Development, with the Deputy Minister, the Secretaries of Housing & Urban Development and Finance, and the Chief Administrator as Member/Convener — responsible for scrutinising budgets and accounts, setting land/plot disposal pricing, and institutional land allotments; and the Planning & Design Committee, chaired by the Secretary of Housing & Urban Development, with the Secretary of Local Government, the Chief Administrator, the Chief Town Planner and the Chief Architect, responsible for planning-area proposals and Regional Plan preparation.
