The dispute
The colony's developer had its licence cancelled on 02.05.2018. Under Section 5(15) of the Punjab Apartment and Property Regulation Act, 1995, development works were then supposed to pass to the local authority -- but 211 residents (petitioners in Civil Writ Petition No. 2343 of 2019, Sukhbir Singh Gill & ors. vs. State of Punjab) said their representation asking GMADA to take over the project's development and management had gone unanswered. The High Court (order dated 29.01.2019) disposed of the petition by directing GMADA to consider the residents' grievance and issue a formal speaking order -- which is what this document is: GMADA's response, addressing whether it will take over managing the stalled project after the original developer's licence was revoked.
