Overview of the Notice

This public notice concerns M/s BSBP Estates Private Limited, which was granted Colony Licence No. 63/2024 for the development of an Affordable Colony at Villages Azizpur and Khizergarh, Sub-Tehsil Banur, District S.A.S. Nagar (Mohali). As part of the licence conditions, the promoter was required to deposit statutory charges, including External Development Charges (EDC), Licence Fee and Social Infrastructure Fund, with the competent authority. According to the notice, the promoter has:

  • failed to deposit approximately ₹1.90 crore against an instalment due on 3 June 2025; and
  • failed to submit post-dated cheques (PDCs) worth approximately ₹13.21 crore towards future instalments.

Despite being issued several notices, the promoter has reportedly neither cleared the overdue payment nor submitted the required PDCs.

Action Proposed Against the Promoter

Due to the continued non-compliance, the concerned authorities have been requested to initiate regulatory action, which may include:

  • stopping registration of properties falling within the project;
  • action against the project's approvals/registration;
  • withdrawal of the approved layout plan;
  • suspension or cancellation of the colony licence; and
  • stopping further building approvals for the project by GMADA.

Geography of the Project Area

Affordable Colony Azizpur and Khizergarh are located within Sub Tehsil Banur in District S.A.S Nagar, part of the Greater Mohali region. This area is undergoing substantial development due to GMADA's initiatives aimed at urbanizing lands once primarily used for agriculture. Banur's proximity to Mohali enhances its urban significance, particularly as ongoing infrastructure and housing projects expand in the region.

History and Development Context

The Affordable Colony projects reflect GMADA's goal to transform rural lands into organized urban communities. Sub Tehsil Banur has evolved from agricultural fields to a dynamic residential area. Numerous initiatives have been implemented to promote affordable housing within Punjab's urban planning framework. Previous notices related to these projects reaffirm the need for financial compliance by developers to ensure that projects advance smoothly.

Significance of the Notice

The general public has been advised not to enter into any sale or purchase transaction involving plots, apartments or other properties with M/s BSBP Estates Private Limited. Anyone who still chooses to proceed with such a transaction would do so at their own risk and cost.

Practical Details of the Notice

The developer of the affordable housing colony at Azizpur and Khizergarh near Banur has reportedly defaulted on about ₹1.90 crore in an overdue instalment and has also not provided PDCs of around ₹13.21 crore for future payments.

Because of these pending obligations, regulatory action may be taken against the project. Prospective buyers should therefore avoid making any property transaction with the promoter until the matter is officially resolved and the latest project status is verified.
