Overview of the Notice

GMADA has issued a public warning regarding unauthorized construction in villages Nadda, Sionk and Padch falling within its jurisdiction. According to the notice, some unauthorized constructions have been carried out or are being carried out in these villages in violation of applicable laws. GMADA has stated that such constructions are liable to be removed. The notice is also a warning to people who may be planning construction in these areas: construction should not be started without the required approval or permission.

Why Has GMADA Issued This Warning?

The notice refers to violations of three laws:

  • The Punjab New Capital (Periphery) Control Act, 1952
  • The Punjab Apartments and Property Regulation Act, 1995
  • The Punjab Regional and Town Planning and Development Act, 1995

GMADA has issued the notice to make the public aware that construction carried out in violation of these laws can lead to action by the Authority.

What Can Happen to Unauthorized Construction?

GMADA has clearly stated that if unauthorized construction is found, action will be taken according to the applicable provisions. The unauthorized construction may be demolished, and an FIR may also be registered against the persons responsible, as per the applicable provisions. This means that starting construction without checking the required permissions can create serious consequences for the owner or person carrying out the construction.

A Warning for People Planning Construction

The notice is particularly important for anyone who owns land or is planning construction in Nadda, Sionk or Padch. Before starting any construction, people should first check whether the proposed work requires approval or permission from the concerned authority. Simply owning land does not mean that every type of construction can automatically be carried out on it. The applicable planning and development rules still need to be followed.

Responsibility for Any Loss During Demolition

GMADA has also stated that if any loss of life or property occurs during the demolition action against unauthorized construction, the responsibility will rest with the owners of the unauthorized construction or the persons who carried it out illegally. This makes the notice more than just an advisory warning. It also explains the consequences that may follow if unauthorized construction continues.

Geographical Context

The land under acquisition lies within New Chandigarh, a satellite city developed by GMADA to support regional growth. This area extends urban infrastructure beyond Mohali and Chandigarh. The notice broadly covers parts of New Chandigarh designated for Eco-City 3 and residential projects. Major roads such as the Morinda-Chandigarh highway and internal connectors link this section of New Chandigarh with the Chandigarh Tricity region, including Mohali, Chandigarh, and Panchkula. These links facilitate ongoing development. The specific parcels targeted for acquisition are situated within designated sectors mapped out by GMADA’s master plan for New Chandigarh.

Historical and Developmental Background

GMADA’s land acquisition activities in New Chandigarh began early in 2025. These actions follow the master plan to support sustainable urban expansion. The strategy involves converting agricultural land into organized neighborhoods with infrastructure and amenities. From January to September 2025, GMADA issued phased notices, held community consultations, and provided for personal hearings under section 21 of the RFCTLARR Act, 2013. These steps demonstrate an organized effort to integrate land use planning with infrastructural development, supporting Eco-City 3 within the region’s growth framework. The series of notices reflects a structured approach to land procurement, ensuring legal compliance and stakeholder engagement throughout the process.

Significance of the Projects

The Eco-City 3 project and its residential developments are central to GMADA’s goal of creating sustainable urban spaces in New Chandigarh. The projects aim to support a growing population while emphasizing ecological sustainability and green spaces, reflecting GMADA’s planning principles. Land acquisition is necessary for infrastructure such as roads, water, sewage, and electrical networks for new communities. Offering a range of density options caters to different socioeconomic needs. These efforts help develop New Chandigarh as a modern, eco-friendly satellite city, easing pressure on existing urban centers. The emphasis on both low and high-density housing ensures inclusivity and diverse community development in line with regional growth strategies.
