Overview of the Notice

People from Bari, Bakarpur, Kishanpura, Chhat, Patton, Kurari, Seon and Matran have been given an opportunity to share their views and feedback on the proposed land acquisition for the Aerotropolis Project in S.A.S. Nagar. The Land Acquisition Collector, Department of Housing and Urban Development, Punjab, has issued a public notice for personal hearings in these villages as part of the land acquisition and Social Impact Assessment (SIA) process.

Why Are These Hearings Being Held?

The Punjab Government has started the process of acquiring land for Pockets E, F, G, H, I and J of the Aerotropolis Project within the jurisdiction of GMADA. Notifications under Section 4 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 were published in newspapers on 01.09.2025. For the Social Impact Assessment Study, the work has been entrusted to Punjab Agricultural University, Ludhiana. The university team, along with officials from the Land Acquisition Collector's office, will visit the affected villages to hear directly from the people.

Where and When Will the Hearings Take Place?

The personal hearings will be held at the Gurdwara Sahib in the respective villages.

This is an important opportunity for people in the affected areas to communicate their concerns directly to the teams carrying out the assessment.

Instructions for the Village Sarpanches

The notice also asks the Sarpanches of the concerned villages to help make the information available to local residents. They have been requested to:

  • Arrange Munadi (public announcement) in the affected area according to the hearing schedule.
  • Display a copy of the notice at well-known public places such as Gurdwara Sahib, temples, mosques and community/marriage halls.
  • Help ensure that affected people know about the hearing and can appear before the visiting team to give their views.

GMADA's IT department has also been asked to upload the public notice on the GMADA website, while the Public Relations Officer has been asked to publish it in one English and one Punjabi newspaper.

Why This Notice Matters

A land acquisition process can affect people differently, so the notice is not only about informing villagers about a date and place. It also provides a formal opportunity for affected people to put forward their views during the Social Impact Assessment process. For residents of the listed villages, knowing the hearing schedule is therefore important if they want their concerns or feedback to be considered during the assessment.

Geographical Context and Area

The project is situated in SAS Nagar, a region well known for its planned urban design and proximity to major transportation routes within Greater Mohali. The specific pockets—E through J—are part of a designated zone meant for economic development, though the notice does not specify precise land boundaries or the total area targeted for acquisition. These pockets are strategically positioned within the larger aerotropolis landscape, serving as focal points for industrial, logistics, and commercial activities. Sas Nagar's location offers advantages like connectivity to the Chandigarh International Airport and major national highways, although these connections are not explicitly detailed in the notice itself.

Historical and Developmental Background

The Aerotropolis Project at SAS Nagar reflects GMADA’s long-term master plan to transform parts of Greater Mohali into a vibrant economic and infrastructural zone. Land acquisition activities for this project commenced in late 2025, with subsequent notices issued into early 2026, marking a phased and systematic approach. This pattern indicates the scale and complexity involved in converting undeveloped or agricultural land into designated industrial or logistics zones. Historically, GMADA has driven similar land use transformations over the past decade, turning rural land into urban sectors, industrial parks, and special economic zones. The Aerotropolis scheme is seen as a flagship initiative aligned with regional and national priorities for industrial growth and urban expansion in northern India.

Project Significance and Broader Goals

Developing pockets E through J under the Aerotropolis framework aims to establish a robust economic zone featuring logistics hubs, manufacturing units, and commercial spaces. The project’s infrastructure aims to improve regional connectivity via road, rail, and air links, attracting domestic and foreign investment. It supports GMADA’s broader objectives of boosting employment, enhancing industrial competitiveness, and creating a model urban sector within Greater Mohali. The initiative is strategically important given Mohali’s proximity to Chandigarh and the upcoming Delhi-Mumbai Industrial Corridor, positioning SAS Nagar as an essential node in national economic networks. This development aligns with regional planning efforts to balance urban growth with industrial infrastructure, reducing pressure on existing urban centers.
