Overview

The Land Acquisition Collector, Urban Development Department, Punjab issued a public notice regarding land acquisition proceedings for development of: Aerotropolis Pockets E, F, G, H, I and J, S.A.S. Nagar The notice concerns public hearings of affected families under: Section 16(5) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

What Is a Section 16(5) Hearing?

Section 16 relates to preparation of the Rehabilitation and Resettlement Scheme for families affected by land acquisition. Under Section 16(5), a public hearing is held in the affected area so that affected families can:

  • examine the proposed R&R arrangements;
  • raise concerns;
  • provide information about their circumstances;
  • point out omissions or errors; and
  • submit suggestions or objections relating to Rehabilitation and Resettlement.

This is therefore different from a Section 15 objection hearing and also different from a later Section 21 compensation-claims hearing.

  • Aerotropolis Extension;
  • Eco City;
  • Expo City; or
  • another GMADA acquisition scheme.

Does This Mean Compensation Was Finalised?

No. A Section 16(5) hearing does not by itself mean that:

  • final compensation was determined;
  • the acquisition award was announced;
  • compensation was paid;
  • possession was taken; or
  • the entire acquisition process was completed.

The purpose of this notice was specifically to hear affected families regarding the Rehabilitation and Resettlement Scheme.

What Happens After the Section 16(5) Hearing?

Following the public hearing, representations and objections can be considered while finalising the R&R Scheme. The acquisition can then proceed through later statutory stages, including, where applicable: finalisation of R&R Scheme → Section 19 declaration → measurement/claims proceedings → award → compensation → possession Each stage requires separate official documentation.

What Should Affected Families Check?

Affected families should verify:

  • village and Khasra details;
  • area notified for acquisition;
  • family/ownership details;
  • R&R entitlements;
  • livelihood impact;
  • structures and assets affected;
  • displacement-related benefits, where applicable;
  • final R&R Scheme;
  • subsequent Section 19 declaration;
  • later compensation and award proceedings.

Geographic Context of the Pockets within SAS Nagar

The land parcels labeled Pockets E through J are situated within SAS Nagar, the administrative hub of Mohali district. These pockets are part of a broader zone earmarked for the Aerotropolis development, which aims to expand urban infrastructure around the city. Although the specific geographic boundaries are not detailed in the notice, these pockets are envisioned as segments of a planned urban corridor that will integrate seamlessly with existing sectors and key transport links. This strategic placement is essential to facilitating the region’s growth and providing space for industrial, commercial, and residential needs. The broader SAS Nagar region, also known as Mohali, is located adjacent to Chandigarh, with well-established roadways connecting the pockets to main national highways and the city center. The precise delimitation of each pocket within the urban planning framework is expected to be clarified in future detailed survey reports associated with the project.

Development Timeline and Context of the Aerotropolis Land Acquisition

The land acquisition process for Pockets E to J aligns with SAS Nagar’s broader transformation from primarily agricultural land into a carefully planned urban center. The series of notices issued from October 2025 onward illustrates a phased approach, beginning with initial planning and notification steps. These formal procedures are followed by land awards and the necessary compensation protocols that enable the government to acquire private land for public development. As part of GMADA’s long-term strategy, the Aerotropolis project seeks to create a balanced ecosystem of industrial zones, commercial districts, and housing sectors. The overall goal is to support sustainable urban growth by ensuring infrastructure and connectivity are developed ahead of or alongside land procurement activities. The repeated series of notices over the span of several months demonstrates a structured approach, indicating that the government is progressing through various stages such as land notification, valuation, and preliminary stakeholder engagement. The latest notice in July 2026 signifies the ongoing momentum of the project, moving towards next phases like formal compensation and resettlement planning.

Role of This Land Acquisition in Regional Development

Securing land within Pockets E through J forms a pivotal element of GMADA’s broader development vision for SAS Nagar. The acquisition underpins the Aerotropolis project’s aim to bolster connectivity, attract industrial investment, and foster modern urban infrastructure. By expanding the urban footprint into these pockets, GMADA intends to generate employment opportunities and enhance the living standards of the region’s residents. This initiative also aligns with regional strategies for integrated transportation, smart city concepts, and sustainable land use. The development of these pockets is expected to facilitate new commercial zones, industrial parks, and residential sectors that will become integral parts of the city’s future growth. The project also seeks to complement existing sectors by providing space for future amenities, green zones, and transportation hubs, thereby contributing to a more cohesive urban expansion. The emphasis on infrastructure and environmental considerations underscores GMADA’s goal to balance rapid development with sustainable practices, positioning SAS Nagar as a modern, globally competitive city.
