Overview of the Notice

The Greater Mohali Area Development Authority (GMADA) has issued forms for landowners whose land has been acquired for the Eco City-3 Scheme in New Chandigarh. The forms are related to giving consent under the Punjab Government’s Land Pooling Policies dated 21 November 2025 and 5 January 2021. The landowner is required to provide details of the acquired land and select the applicable option for receiving benefits under the Land Pooling Policy.

Land Pooling Consent

Through the consent form, the landowner agrees to participate in the Land Pooling Scheme according to the eligibility, conditions and terms specified under the applicable policies. The form requires details such as the village, Hadbast number, tehsil, district, landowner's name, father's/husband's name, Khewat/Khatauni number, Khasra number, total acquired land and the relevant award number and date.

Residential and Commercial Entitlement

The form provides options for the eligible residential plots of 500, 400 and 200 square yards, along with a 100-square-yard commercial plot option. The landowner has to mention the number of plots/sites being selected in the relevant categories, in accordance with the entitlement available under the Land Pooling Policy.

Choice Between Land Pooling and Cash Compensation

The form also allows the landowner to state the portion of acquired land for which they wish to receive Land Pooling benefits and the remaining portion, if any, for which they want cash compensation according to the applicable award. The total residential and commercial entitlement available to the landowner under the applicable policy also has to be recorded in the form.

Self-Declaration by the Landowner

A separate self-declaration is required from the landowner. In this declaration, the landowner confirms the ownership and details of the acquired land and states that the information recorded in the relevant land acquisition notice is correct. The landowner also declares that the land for which cash compensation is being claimed is not involved in any court case or ownership dispute and has not been transferred to another person. The declaration further states that if any discrepancy or incorrect information is subsequently found, the landowner or legal heirs may be required to refund the compensation received along with applicable interest.

Cash Compensation Payment Form

A separate payment form is provided for landowners who choose cash compensation for acquired land under the Eco City-3 Scheme. The form records details of the landowner, village, Jamabandi, Khewat/Khatauni, Khasra numbers, total land, ownership share, award number and date, and the applicable compensation rate per acre. The landowner confirms their consent to receive the amount payable according to the relevant award.

Verification and Supporting Documents

The forms require supporting documents and verification, including:

  • Seven-day-old attested Jamabandi
  • Identity proof such as Aadhaar Card or PAN Card
  • Self-attested identification documents
  • Photograph of the landowner
  • Verification by the Sarpanch or Numberdar
  • Relevant land and award records

The concerned revenue officials are required to verify the land records, ownership details, identity documents and compensation calculations before payment is processed.

Office Verification and Payment

The final section is for departmental use. Revenue officials verify the land records, ownership share, Land Acquisition registers and the amount payable. After verification, the eligible compensation amount is processed for payment. The payment details, including cheque number, date, bank and relevant register entries, are recorded as part of the official process.

Significance of the Landpooling Scheme

The Landpooling Scheme is central to GMADA's development strategy for Eco City. It supports organized urban growth by enabling collective land development and allowing multiple landowners to pool their parcels. This approach ensures efficient land use and contributes to the development of integrated communities with essential infrastructure. As Eco City 3 advances, this scheme is essential for effective urban planning.
