GMADA Public Notice
Notice regarding sector-101 SAS Nagar Village Dhurali.
Overview of the Notice
The Administrator (Rehabilitation & Resettlement)-cum-Additional Deputy Commissioner (General), S.A.S. Nagar has prepared a Rehabilitation and Resettlement (R&R) Scheme for families affected by proposed land acquisition for the Industrial Park in Sector 101, S.A.S. Nagar. The scheme relates to land situated in:
- Village: Dhurali
- Project: Industrial Park, Sector 101
- Total Area: approximately 129.2375 acres
The R&R Scheme has been prepared under Section 16 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLARR Act, 2013).
Why Has This R&R Scheme Been Prepared?
According to the notice, land in Village Dhurali is proposed to be acquired for development associated with the Sector 101 Industrial Park, in accordance with the approved Master Plan. Because landowners and families may be affected by the acquisition, an R&R Scheme has been prepared to identify:
- affected families
- affected property and assets
- possible livelihood impacts
- rehabilitation and resettlement benefits that may apply
Census Survey of Affected Families
The notice states that a Census Survey was used while preparing the scheme. The survey considered land, buildings and other assets affected by the proposed acquisition. Forms were also distributed through the village Sarpanch to obtain information from affected families so that their circumstances could be recorded. The notice identifies loss of land as the main impact of the acquisition.
Consultation With Landowners
The scheme also refers to discussions with affected landowners and public consultation. Some matters were considered:
- collectively at the village level
- individually with affected persons
The findings of the Census Survey and information received from landowners were taken into account while preparing the R&R Scheme.
What Types of Impact Were Considered?
The notice considers several categories of impact.
Houses, Dairy Farms and Trees
The scheme covers:
- houses
- dairy farms
- fruit-bearing trees
- non-fruit-bearing trees
According to the notice, compensation for these assets would be paid on the basis of the assessment carried out by the concerned department.
Loss of Land and Livelihood
The scheme recognises that loss of land may affect the livelihood of landowners and their families. The notice therefore provides for R&R assistance for eligible affected families.
Landless Persons
The survey also considered landless persons whose principal source of livelihood may be affected. The table indicates that no such affected category was identified in this particular survey.
Public or Government Buildings
The notice states that no directly affected public/government building was identified.
Common Property
The scheme also records common property connected with the Gram Panchayat. Where such property is acquired, compensation is to be dealt with as applicable through the concerned authority or department.
₹5 Lakh R&R Assistance
One of the most important provisions in the notice states that: Each eligible affected landowner's family will receive ₹5 lakh as Rehabilitation and Resettlement assistance when their land is acquired. This ₹5 lakh amount is an R&R benefit. It should not be treated as the total compensation payable for the acquired land. Depending on the individual case, separate compensation may also be payable for:
- the land itself
- houses
- dairy farms
- trees
- other affected assets
- statutory benefits available under the acquisition proceedings
What Happens to Houses, Dairy Farms and Trees?
The notice states that compensation for:
- houses
- dairy farms
- fruit-bearing trees
- non-fruit-bearing trees
will be determined according to the assessment made by the concerned department. The document does not specify individual compensation amounts.
What If Only Part of a Khasra Number Is Acquired?
The scheme also considers cases where acquisition of part of a Khasra number leaves a small or divided piece of land. According to the notice, the present acquisition is being carried out according to the approved planning. If any land parcel remains after the acquisition, that remaining portion may be considered in a future acquisition process, where applicable.
What Is Section 16 of the RFCTLARR Act?
Section 16 deals with preparation of a Rehabilitation and Resettlement Scheme for affected families. At this stage, authorities assess matters such as:
- families affected by the acquisition
- loss of land and other property
- livelihood impact
- rehabilitation requirements
- R&R assistance or benefits
This is different from the earlier Social Impact Assessment or preliminary notification stages.
Does This Mean the Acquisition Is Complete?
No. Preparation of an R&R Scheme does not by itself mean that:
- the final acquisition award has been announced;
- all compensation has been determined
- compensation has been paid;
- possession has been taken
- the acquisition proceedings have been completed
Further statutory proceedings may still be required.
What Should Affected Landowners Check?
Affected landowners and families in Village Dhurali should verify:
- their Khasra number
- exact area proposed for acquisition
- ownership/share shown in revenue records
- whether their family is included in the Census Survey
- houses, dairy farms and trees recorded against their property
- livelihood impact recorded in the survey
- eligibility for the ₹5 lakh R&R assistance
- compensation for land and other assets
- subsequent acquisition notifications and award documents
Geography of Sector-101 and Village Dhurali
Sector-101, located in SAS Nagar district, is part of the Greater Mohali region. The sector features a planned layout to facilitate urban development, increasingly manifested in the areas surrounding Mohali and Chandigarh. Dhurali, as a village within this sector, plays a key role in urbanization efforts.
Strategically situated, it benefits from well-connected local roads, improving accessibility to neighboring sectors like Sector-102 and Sector-103. This connectivity stimulates local economies and provides residents access to essential amenities, services, and transportation. The evolving infrastructure in and around Dhurali is crucial for future development and community growth.
History and Development of Dhurali
Dhurali has transformed from primarily agricultural land to an urbanized area under the GMADA master plan. This reflects broader trends in Greater Mohali, where various villages are gradually integrated into urban sectors due to planned developments and infrastructure improvements.
Notices from April 2026 indicate considerations for future projects linking Dhurali to adjacent sectors, especially Sector-103. Additionally, the hearings concerning section 21 claims in August 2026 reflect ongoing attention to land-related issues vital to the village's development trajectory. These concerns are particularly relevant for local residents seeking clarity on land ownership and rights amidst community transformations.
Significance of Sector-101 for Current Development
A Rehabilitation and Resettlement Scheme has been prepared for families affected by proposed acquisition of approximately 129.2375 acres in Village Dhurali for the Sector 101 Industrial Park, S.A.S. Nagar. The scheme assesses the impact on:
- land
- houses
- dairy farms
- trees
- livelihoods
- other affected assets
