Overview of the Notice

The Administrator (Rehabilitation & Resettlement)-cum-Additional Deputy Commissioner (General), S.A.S. Nagar has prepared a Rehabilitation and Resettlement (R&R) Scheme for families affected by land acquisition for infrastructure development in Sector 87, S.A.S. Nagar. The scheme covers land situated in:

  • Manak Majra
  • Nanu Majra
  • Sohana
  • Sambhalki

The total area mentioned in the notice is approximately: 202.53750 acres

Why Has This R&R Scheme Been Prepared?

According to the notice, land is proposed to be acquired for infrastructure development in Sector 87, in accordance with the approved Master Plan. Because families and landowners may be affected by the acquisition, a Rehabilitation and Resettlement Scheme has been prepared under Section 16 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLARR Act, 2013). The scheme is intended to identify affected families, assess the impact of acquisition and specify the R&R assistance or other benefits that may apply.

Land and Project Details

  • Project/Area: Sector 87, S.A.S. Nagar
  • Purpose: Infrastructure development
  • Villages: Manak Majra, Nanu Majra, Sohana and Sambhalki
  • Total Area: approximately 202.53750 acres
  • Legal Provision: Section 16 of the RFCTLARR Act, 2013

Census Survey of Affected Families

The notice states that a Census Survey was used while preparing the R&R Scheme. The survey considered information relating to:

  • land proposed for acquisition
  • houses and other structures
  • dairy farms
  • fruit-bearing and non-fruit-bearing trees
  • loss of livelihood
  • landless persons dependent on the affected land
  • public or government buildings
  • common/community property

Forms were also distributed through village Sarpanches to obtain information from affected families.

Consultation and Public Hearing

The scheme also refers to discussions with landowners and public consultation. Some issues were considered collectively at the village level, while others were considered individually. The findings of the Census Survey and information provided by affected families were then taken into account while preparing the R&R Scheme.

What Types of Impact Were Considered?

The notice identifies several possible impacts of the acquisition.

Houses, Dairy Farms and Trees

The scheme considers:

  • houses
  • dairy farms
  • fruit-bearing trees
  • non-fruit-bearing trees

Compensation for these assets is to be determined according to the assessment carried out by the concerned department.

Loss of Land and Livelihood

The scheme recognises that acquisition of land can affect the livelihood of landowners and families dependent on that land. The document therefore provides for R&R assistance to eligible affected families.

Landless Persons

The notice also considers landless persons whose principal source of livelihood may be affected. According to the table, no such directly affected category was identified in the survey at the time reflected in this scheme.

Public and Government Property

The scheme also considers public facilities, government buildings and community property. The notice identifies the Gram Panchayat in relation to common property.

₹5 Lakh R&R Assistance

One of the most important provisions in the scheme states that: Each eligible affected landowner's family will receive ₹5 lakh as Rehabilitation and Resettlement assistance when their land is acquired. This ₹5 lakh amount is an R&R benefit and should not automatically be treated as the total compensation for the acquired land. Depending on the individual case, compensation may separately include:

  • value of the acquired land
  • structures
  • dairy farms
  • trees
  • other affected assets
  • statutory benefits available under the acquisition proceedings

What Happens to Houses, Dairy Farms and Trees?

According to the scheme, compensation for houses, dairy farms, fruit-bearing trees and non-fruit-bearing trees will be paid according to the valuation or assessment carried out by the concerned department. The notice does not specify individual compensation amounts for these assets.

What If Only Part of a Khasra Number Is Acquired?

The scheme also addresses situations where acquisition of part of a Khasra number may leave a small or divided piece of land. According to the notice, acquisition is being carried out according to the approved planning. If a land parcel remains after the present acquisition, the possibility of dealing with that remaining portion may be considered during a subsequent acquisition process, where applicable.

What Is Section 16 of the RFCTLARR Act?

Section 16 deals with preparation of the Rehabilitation and Resettlement Scheme for affected families. At this stage, the authorities identify:

  • families affected by the acquisition
  • property and assets affected
  • livelihood impacts
  • rehabilitation requirements
  • R&R benefits or assistance that may be available

This stage is different from the earlier Social Impact Assessment or preliminary acquisition notification stages.

Does This Mean the Acquisition Is Complete?

No. Preparation of an R&R Scheme does not mean that:

  • the final acquisition award has been announced
  • all compensation has been determined
  • compensation has been paid
  • possession has been taken
  • the entire acquisition process has been completed.

Separate statutory proceedings may still be required.

What Should Affected Landowners Check?

Landowners and affected families in Manak Majra, Nanu Majra, Sohana and Sambhalki should verify:

  • their Khasra number
  • exact area proposed for acquisition
  • ownership/share shown in revenue records
  • whether their family is included in the Census Survey
  • houses, dairy farms and trees recorded against their property
  • livelihood impact recorded in the survey
  • eligibility for the ₹5 lakh R&R assistance
  • compensation for land and other assets
  • subsequent acquisition notifications and award documents

  • February 2026: Initial communications initiated the land acquisition processes aimed at urban development in these villages. This pivotal step marks the start of official efforts to transition these areas into urban zones, responding to the increasing housing needs in Greater Mohali.
  • August 2026: Subsequent notices provided updates regarding advances in section 21 claims, which address compensation and related issues for land acquisition. These claims are essential for ensuring that farmers and property owners receive just compensation for their lands during the acquisition process.

This historical context underscores the ongoing urbanization efforts in these communities, illustrating GMADA's strategy to align infrastructure development with the region's growth trajectory. This historical pattern sets the stage for future developments as planned urban infrastructure seeks to accommodate both residents and businesses.
