GMADA Public Notice
Public Notice Regarding Land Acquisition Under Act Section 21 Aerotropolis Projects Pocket-E, F, G, H, I and J.
Overview of the Public Notice
The Land Acquisition Collector, Urban Development Department, Punjab has issued a public notice regarding the hearing of claims of landowners and other interested persons for land being acquired for Aerotropolis Pockets E, F, G, H, I and J in S.A.S. Nagar. The notice states that a declaration under Section 19 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLARR Act, 2013) was issued on: 24 March 2026. Following this, notices were issued to affected landowners under Section 21(4), and separate dates and times were fixed for hearing claims relating to different villages and Aerotropolis pockets.
Why Has This Public Notice Been Issued?
Individual notices were issued to affected landowners for the Section 21 proceedings. However, the Land Acquisition Collector noted that some landowners may:
- no longer live in the concerned village
- be residing somewhere else
- have an address that is unavailable in the official record
- otherwise not receive their individual notice
The public notice was therefore issued to make the village-wise hearing schedule publicly available. It also states that anyone who did not receive an individual notice could obtain it from the Land Acquisition Collector's office.
Aerotropolis Pockets Covered
The notice relates to acquisition proceedings for:
- Pocket E
- Pocket F
- Pocket G
- Pocket H
- Pocket I
- Pocket J
These are separate parts of the Aerotropolis development, and the notice fixes different claim-hearing dates for land falling within the respective pockets.

What Is a Section 21 Notice?
Section 21 comes at a later stage of the land-acquisition process, after the Section 19 declaration. At this stage, the Land Acquisition Collector calls upon persons interested in the notified land to submit or establish their claims and interests. This can include matters such as:
- ownership of the land
- share or interest in the property
- land measurement
- compensation claims
- interests of co-owners or other persons
- revenue records
- rehabilitation and resettlement-related claims where applicable
How Is This Different From an Objection Hearing?
A Section 21 hearing should not be confused with the earlier Section 15 objection stage. The acquisition process can be understood in simplified form as: Section 11 – Preliminary notification Section 15 – Objections to proposed acquisition Section 19 – Declaration Section 21 – Notice to landowners and interested persons for claims Award – Formal determination by the Land Acquisition Collector Therefore, this notice shows that the acquisition proceedings for the concerned Aerotropolis land had already progressed beyond the preliminary objection stage.
What Should Affected Landowners Check?
Landowners connected with Aerotropolis Pockets E to J should verify:
- their village name
- Khasra number
- the pocket in which their land falls
- their individual hearing date and time
- ownership/share shown in the revenue record
- land measurement
- compensation claim
- interests of co-owners or other parties
- rehabilitation and resettlement entitlement (if applicable)
- any court case or stay affecting their specific land.
If an individual notice was not received, the public notice states that the concerned person could approach the Land Acquisition Collector's office for the relevant notice.
Does This Mean the Award Had Already Been Announced?
No. A Section 21 claims hearing generally takes place before the acquisition award is finalised and announced. This notice does not itself mean that:
- compensation had already been finally determined
- compensation had been paid
- possession had been taken
- all legal proceedings relating to the land had been completed
What Happens Next?
After considering the claims and interests of affected persons, the acquisition process may proceed toward the award stage. In simplified form: Section 19 Declaration → Section 21 Claims & Hearings → Enquiry → Acquisition Award → Compensation → Possession Individual land parcels may follow a different timeline where litigation, ownership disputes or court orders are involved.
