Overview

An official list identifies a number of colonies reported as having been developed after the cut-off date of 19 March 2018 in different parts of District S.A.S. Nagar (Mohali). The document records information such as:

  • date associated with the colony;
  • colony name, where available;
  • village;
  • Hadbast number;
  • tehsil;
  • district;
  • Khasra numbers; and
  • approximate area.

A large number of entries are simply recorded as: “No Name” rather than under a marketed colony name. This makes the village and Khasra numbers far more important than the colony name for anyone checking a particular property.

What Does “After Cut-Off Date 19-03-2018” Mean?

The list specifically identifies colonies developed after: 19 March 2018 For users, the important point is that this list is not simply a general directory of all colonies in Mohali district. It is a record of sites that the authority classified under the heading of: unauthorized colonies developed after the cut-off date. The exact legal consequences for a particular plot should still be checked from the relevant planning authority's subsequent orders and current records.

Areas Appearing in the S.A.S. Nagar List

The readable portion of the document includes entries from several villages across:

  • Dera Bassi
  • Zirakpur
  • Mohali
  • Kharar
  • Majri / Sub-Majri

Jawaharpur

Village: Jawaharpur Hadbast: 202 Tehsil: Dera Bassi The list contains more than one entry connected with Jawaharpur. One of these is specifically named: Smart City with a date shown as: 20 May 2021 Another Jawaharpur entry dated: 19 April 2023 is listed as: No Name The document provides separate Khasra details for these entries.

Bhankharpur

Village: Bhankharpur Hadbast: 236 Tehsil: Zirakpur At least two separate entries are visible in the supplied list. One is dated around: 2 November 2021 and another: 2 May 2023 Both appear as: No Name colonies. Because the Khasra numbers differ, they should not automatically be treated as the same colony.

Behlolpur

Village: Behlolpur Hadbast: 23 Tehsil: Mohali The list contains multiple separate entries for Behlolpur, including dates around:

  • 4 July 2018
  • 19 March 2021
  • 19 March 2021 / another separately recorded parcel

The source contains different Khasra references for these entries. This is a good example of why searching only by village name can be misleading.

Jhampur

Village: Jhampur Hadbast: 22 Tehsil: Mohali The supplied list contains multiple Jhampur entries, including dates such as:

  • 14 October 2020
  • 13 May 2022
  • 31 May 2022

These are shown as: No Name and cover different Khasra sets.

Sahora

Village: Sahora Hadbast: 95 Tehsil: Kharar At least two entries are visible: 24 February 2021 and: 22 November 2021 Both are shown without a colony name. The entries contain different land areas and Khasra details.

Balongi

Village: Balongi Hadbast: 26 Tehsil: Mohali An entry dated: 19 February 2021 appears in the list under: No Name

Kurawala

Village: Kurawala Hadbast: 4 Tehsil: Dera Bassi The document shows more than one Kurawala entry, including:

  • 9 March 2021
  • 25 May 2023

The source should be checked Khasra by Khasra because these appear to represent different parcels.

Behra

Village: Behra Hadbast: 198 Tehsil: Dera Bassi The readable list contains multiple Behra-related entries, including one dated around: 8 November 2021 and another: 5 June 2023 The later entry contains several Khasra numbers and appears to cover a larger cluster of land.

Kheri

Village: Kheri Hadbast: 362 The source shows Kheri-related entries under the Dera Bassi / Sub-Zirakpur area. More than one set of Khasras appears to be involved. Because the OCR formatting is damaged, the exact entry boundaries should be checked from the original document before publishing the complete Khasra list.

Jarout

Village: Jarout Hadbast: 161 Tehsil: Dera Bassi An entry dated: 5 August 2021 appears as: No Name

Handesra

Village: Handesra The OCR shows an entry dated: 18 June 2021 under: No Name The exact Hadbast/Khasra formatting should be taken from the original scan before being reproduced.

Morthikri / Morthikri Area

The OCR contains an entry that appears to refer to: Morthikri under the Dera Bassi area. Because the village spelling is not completely reliable in the supplied OCR, the original document should be checked before fixing the spelling on the website.

Nada

Village: Nada Hadbast: 350 Tehsil: Majri An entry dated: 18 July 2019 appears as: No Name

Theera

Village: Theera Hadbast: 20 Tehsil: Majri An entry dated: 31 May 2021 appears in the list.

Chandpur

Village: Chandpur Hadbast: 150 Tehsil: Majri An entry dated: 10 May 2023 appears as: No Name

Parol

Village: Parol Hadbast: 340 Tehsil: Sub-Majri An entry dated: 18 April 2023 appears as: No Name

Bhagwanpura

Village: Bhagwanpura Hadbast: 199 Tehsil: Dera Bassi An entry dated: 6 May 2018 appears in the list. This date is significant because it is shortly after the stated cut-off date of 19 March 2018.

Nimbuan

Village: Nimbuan An entry dated around: 8 November 2021 is visible in the supplied OCR. The exact Hadbast and Khasra details should be verified from the original document because the row formatting is damaged.

Rampur Sainian

Village: Rampur Sainian Hadbast: 200 Tehsil: Dera Bassi The document contains a No Name entry associated with this village.

Korumajra

Village: Korumajra Hadbast: 262 Tehsil: Dera Bassi An entry dated: 21 December 2021 appears under: No Name

Why Are So Many Colonies Listed as “No Name”?

This is important for buyers. An unauthorized development may exist on the ground without having a formal or consistently used colony name. That is why the official list often identifies it through:

  • village;
  • Khasra number;
  • Hadbast number; and
  • approximate area

instead of a marketing name. A seller may therefore use a completely different commercial name from the one appearing in government records.

Practical Check Before Buying a Plot

If you are considering a plot in any of these villages, do not ask only: “Is this colony name on the unauthorized list?” Instead, check: 1. Village Make sure the revenue village matches the documents. 2. Khasra number This is one of the most important identifiers. Two colonies in the same village may have completely different legal status. 3. Hadbast number This helps confirm that you are checking the correct revenue estate. 4. Approved layout Ask for the sanctioned layout plan and verify it with the competent development authority. 5. Licence / regularisation record Do not rely simply on statements such as: “file applied,” “approval under process,” “regularisation coming,” or “registry is happening.” Ask for the actual official order.

Does “Registry Available” Mean the Colony Is Approved?

No. Registration of a sale deed and planning approval are different issues. A registered sale deed does not by itself establish that:

  • the colony is licensed;
  • the layout is approved;
  • roads are sanctioned;
  • plots are legally created under planning law; or
  • development permissions exist.

Does Appearance on This List Mean Every Property in the Village Is Unauthorized?

No. This list concerns the specific: Khasra numbers / parcels identified in the government record. For example, if Behlolpur, Jawaharpur or Jhampur appears in the list, that does not mean every plot in that village is unauthorized. The exact Khasra number must be checked.

Why the Date Matters

The list is specifically titled around colonies developed after: 19 March 2018 Therefore the date associated with each entry is useful for understanding when the authority recorded or identified the development. But the date shown in the table should not automatically be described as:

  • date construction started;
  • date plots were sold;
  • date the colony became illegal; or
  • date enforcement action was completed

unless the original record specifically says so.

Does This List Mean Demolition Was Ordered?

Not from this document alone. The list identifies unauthorized colonies. It does not by itself establish that for every listed site:

  • demolition was ordered;
  • FIR was registered;
  • sale deeds were stopped;
  • electricity connections were disconnected;
  • roads were removed; or
  • the colony was later regularised.

Those actions require separate official records.

Could Some of These Colonies Have a Different Status Today?

Possibly. This appears to be a historical list. A property's later status could potentially have changed because of:

  • subsequent planning approval;
  • regularisation proceedings;
  • revised government policy;
  • court proceedings;
  • licence applications;
  • enforcement action; or
  • cancellation/closure of development.

Therefore, for a current property decision, the old list should be treated as a warning flag requiring further verification, not as the only document to rely upon.

Important Example: “Smart City” at Jawaharpur

Most entries are recorded as No Name, but one clearly readable named entry is: Smart City at: Village Jawaharpur, Hadbast No. 202, Tehsil Dera Bassi with a date shown as: 20 May 2021 This does not mean every project using “Smart City” in its marketing is connected with this entry. The relevant Khasra numbers in the original list must match.

The Most Useful Rule for Buyers

Colony name is secondary. Khasra number is primary. If a broker says: “This is not the same colony,” but the plot falls in one of the Khasras listed by the authority, the difference in marketing name does not resolve the planning-status issue. Conversely, being in the same village does not automatically mean your plot is part of the listed unauthorized development.

If You Already Own a Plot in One of These Areas

Collect and compare:

  • sale deed;
  • Jamabandi;
  • mutation;
  • Tatima/Aks-Shajra where applicable;
  • exact Khasra number;
  • approved colony layout;
  • CLU, if applicable;
  • licence;
  • regularisation approval;
  • NOC or competent-authority letter;
  • development authority records; and
  • any later enforcement notice.

Do not rely solely on a colony office receipt or private site plan.

A Caution About This Particular Source

The supplied OCR appears to contain more than one list. At the beginning it says: “List of Unauthorized Colonies developed after cut off date 19-03-2018 in Distt. Fatehgarh Sahib” but the main structured table later clearly says: “List of Unauthorized Colonies after Dated 19-03-2018 of Dist. S.A.S. Nagar” and contains Mohali-district villages. For accuracy, these should be published as separate district records. The unidentified Khasra entries at the beginning should not be merged into the S.A.S. Nagar list until the original pages establish which district and colony they belong to.

In Simple Words

The document identifies several developments in S.A.S. Nagar district as unauthorized colonies developed after the 19 March 2018 cut-off date. Many do not have a colony name in the government list. They are instead identified through: village + Hadbast + Khasra number + land area. For a buyer, this means searching only the project name on Google or asking whether the “colony” is approved is not enough. The safest check is: Does the exact Khasra number of the plot appear in an unauthorized-colony record, and is there any later official approval changing that status?

Suggested gmada.in Classification

Colony Regulation / Buyer Warning → Unauthorized Colonies → S.A.S. Nagar Suggested status: Historical Unauthorized-Colony List – Developments After 19 March 2018 Useful tags: Unauthorized Colonies · Mohali · Dera Bassi · Zirakpur · Kharar · Majri · Jawaharpur · Bhankharpur · Behlolpur · Jhampur · Khasra Check

Important Note

The pasted source is heavily OCR-damaged, particularly around Khasra numbers, areas and several row boundaries. For gmada.in, the safe approach is to reproduce a Khasra number only after checking it against the original scan. A single wrong digit can point users to an entirely different parcel. The list should also not be presented as proof that every colony remains unauthorized today without checking for a later competent-authority order.
