GMADA Public Notice
Public notice regarding Land acquisition for Setting up Aerotropolis Project(Pocket E, F G H I and J) at SAS Nagar.)
Overview of the Public Notice
The Land Acquisition Collector, Urban Development Department, PUDA Bhawan, Sector 62, S.A.S. Nagar issued a public notice regarding the hearing of objections connected with proposed land acquisition for: Aerotropolis Pockets E, F, G, H, I and J According to the notice, the preliminary land-acquisition notification under Section 11 of the RFCTLARR Act, 2013 had been issued on: 9 December 2025 Following that notification, approximately: 355 objections were received from affected landowners and other interested persons.
Why Has This Notice Been Issued?
The objections received against the proposed acquisition were scheduled for hearing before the Land Acquisition Collector. According to the notice, individual letters had already been issued to the landowners and interested persons who had filed objections. However, GMADA/LAC recognised that some notices might not reach the concerned persons because their residential addresses were unavailable or incomplete. This public notice was therefore issued as an additional means of informing all affected persons about the scheduled hearings.
Legal Stage of the Acquisition
This notice relates to the objection-hearing stage following a Section 11 preliminary notification. The scanned text renders the objection provision as Section 15A in places. Because the OCR may not reproduce the statutory reference perfectly, the exact section/subsection should be checked from the original scan before entering it as metadata. For public-facing explanation, the safest description is: Section 15 objection-hearing stage following the Section 11 preliminary notification.

What Were the Hearings For?
The hearings were meant to consider objections filed against the proposed acquisition after publication of the Section 11 preliminary notification. Affected landowners or interested persons could raise matters relating to the acquisition that had been included in their objections. This is different from:
- a Section 5 Social Impact Assessment hearing
- a Rehabilitation and Resettlement hearing
- a Section 21 claims notice
- an award announcement
Does Filing an Objection Stop the Acquisition Automatically?
No. The filing of an objection means the concerned person's representation must be considered through the applicable statutory process. It does not automatically mean that:
- the proposed acquisition is cancelled
- the land is excluded
- compensation has been determined
- the acquisition proceedings have ended
The objection must first be heard and considered by the competent authority.
Why Were Individual Letters Also Issued?
The notice states that separate letters had been sent to the concerned landowners and other interested persons whose objections had been received. The public notice was issued because some individual communications might not reach their intended recipients where addresses were incomplete or unavailable. Affected persons should therefore not assume that failure to receive a personal letter meant that no hearing had been scheduled.
What Should Affected Landowners Check?
Landowners covered by Aerotropolis Pockets E to J should verify:
- their village
- applicable pocket
- Khasra number
- whether an objection was submitted
- objection/representation details
- individual hearing notice, if received
- hearing date
- acquisition area affecting their land
- subsequent decision on their objection
They should also check later acquisition documents to understand whether their land continued through the acquisition process.
Is This the Same as the Later Section 21 Hearings?
No. This notice concerns objections following the Section 11 preliminary notification. Later Section 21 notices relate to a different stage, dealing with claims and interests after the acquisition process has moved further forward. The two should not be merged on gmada.in.
What Happens After the Objection Hearings?
After objections are heard, the acquisition process may proceed further depending on the decision of the competent authority. Later stages may include:
- preparation of the Rehabilitation and Resettlement Scheme
- declaration under Section 19
- notices to persons interested
- award proceedings
- compensation
- possession, where legally applicable
Each stage requires separate statutory action.
Geography of the Affected Areas
The land acquisition concerns multiple pockets within SAS Nagar, part of Greater Mohali, Punjab. SAS Nagar is strategically positioned for infrastructural development due to its connectivity to urban centers and major transport links. The specified pockets E, F, G, H, I, and J are intended to evolve into a vibrant urban environment.
This region's proximity to Chandigarh enhances its role as a focal point for growth, making it an ideal location for substantial projects. Ongoing infrastructural enhancements include planned roads and potential public transit systems aimed at improving accessibility. Integrating these pockets into a cohesive urban fabric supports GMADA's objectives for Greater Mohali, utilizing existing transport networks to foster economic and residential interlinkage.
History and Development of the Aerotropolis Project
The Aerotropolis Project aims to establish a hub that blends urban living with economic activity in proximity to an airport. This public notice is part of a series of initiatives that began with earlier notifications between late 2025 and early 2026. Key milestones in the development of this project include:
- October 1, 2025: Initial public notices about land acquisition underscored the need for land to support the project's comprehensive scope.
- January 1, 2026: Subsequent documentation of land acquisition progress showcased an increasing urgency to secure necessary land for project's operations.
- March 3, 2026: The current notice outlines the required land within Pockets E to J, representing an organized effort to realize the project's objectives.
This series of actions illustrates a systematic progression toward realizing the Aerotropolis vision, aiming to redefine urban living and economic dynamics in the region. The project seeks to leverage the region's logistical advantages, potentially transforming SAS Nagar into a leading urban center that attracts professionals across various economic sectors.
Significance of the Aerotropolis Project
The Aerotropolis Project holds significant importance for the economic advancement of SAS Nagar and surrounding areas. Its development aims to create a cohesive urban space, foster business opportunities, and enhance connectivity through comprehensive planning. This initiative aligns with GMADA's broader vision to improve regional infrastructure and stimulate urbanization.
Establishing a hub around the airport optimizes logistics and enhances transportation options, making the region more conducive to economic activities. Furthermore, the project is expected to attract investments, generate employment opportunities, and facilitate the growth of ancillary services, thereby contributing to the overall economic landscape of SAS Nagar and enhancing its profile as a regional growth center. The project's progress signifies a commitment to sustainable urban planning, ensuring that economic and social needs are addressed together.
