Overview of the Notice

This public notice relates to the proposed land acquisition for the Aerotropolis Extension Residential Project in Village Manakpur Kallar, S.A.S. Nagar (Mohali). The project is being taken forward under the Banur Master Plan, and the acquisition proceedings fall under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLARR Act, 2013).

Expert Group Review Under Section 7

A Social Impact Assessment (SIA) was carried out for the land proposed to be acquired in Village Manakpur Kallar. The SIA report was then reviewed by an Expert Group constituted by the Punjab Government under Section 7 of the RFCTLARR Act, 2013. After examining the report, the Expert Group concluded that:

  • the proposed acquisition serves a public purpose
  • the expected benefits of the project are considered greater than the identified social costs and adverse social impacts
  • only the minimum land required for the project is proposed to be acquired

Based on these findings, the Expert Group has recommended that the proposed land acquisition should proceed further.

Why Has This Notice Been Issued?

The purpose of the notice is to disclose the Expert Group’s recommendations to the affected families and residents of Village Manakpur Kallar. Copies of the notice have also been sent to the concerned authorities, including:

  • Sub-Divisional Magistrate, Mohali
  • Tehsildar, Mohali
  • Sarpanch of Village Manakpur Kallar
  • GMADA’s IT Wing
  • the concerned Housing and Urban Development Department office

The Sarpanch has been asked to display a copy of the notice at prominent places in the village, including **Gurdwaras, temples, mosques, community facilities and other public notice boards**.

What Happens Next?

This notice relates specifically to the Section 7 Expert Group recommendation stage. It does not mean that the land acquisition has been finally approved or completed. The Expert Group’s recommendations are considered by the competent authority under the subsequent provisions of the RFCTLARR Act before the acquisition can move to the next statutory stage.

Geography of Manakpur Kalar

Manakpur Kalar is situated in the SAS Nagar district, a vital part of the Greater Mohali region. The village is strategically positioned near other developing areas such as Sekhan Majra and Khijargadh. The region's topography and connectivity to major transportation routes enhance its potential for urban development projects. As SAS Nagar continues to expand, the development plans for Manakpur Kalar will significantly contribute to improving local infrastructure and accessibility.

History and Development Context

The land acquisition for Manakpur Kalar follows a trend seen in neighboring villages, reflecting GMADA's ongoing commitment to regional urban development. This initiative aligns with the broader goal of establishing the Aerotropolis Extension, designed to accommodate the increasing urban demands of SAS Nagar. Historically, this area was primarily agricultural land, but it is now transitioning to meet the needs of a rapidly urbanizing population. The acquisitions under GMADA's initiative for nearby villages, including Sekhan Majra, Khijargadh, and others, underscore a systematic approach to urban development involving collective enhancement of infrastructure and local economies.

Significance of the Site for Aerotropolis Extension

The Expert Group has reviewed the Social Impact Assessment for land proposed to be acquired in Village Manakpur Kallar for the Aerotropolis Extension Residential Project. The Group found that the project serves a public purpose, that the expected benefits outweigh the identified social impact, and that only the minimum required land is proposed to be acquired. It has therefore recommended moving ahead with the proposed acquisition. This notice mainly informs affected landowners and residents about that recommendation. It is a Section 7 stage and should not be confused with the later Section 8 approval, where the competent authority considers whether to formally accept the Expert Group’s recommendations.
