GMADA Public Notice
Public notice regarding Land Acquisition of village Kurda Establishment of Aetropolish Extension SAS Nagar.
Overview of the Notice
This public notice relates to the proposed land acquisition for the Aerotropolis Extension Residential Project in Village Kurara, S.A.S. Nagar (Mohali). The project is being taken forward under the Banur Master Plan, and the acquisition proceedings fall under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLARR Act, 2013).
Expert Group Review Under Section 7
A Social Impact Assessment (SIA) was carried out for the land proposed to be acquired in Village Kurara. The SIA report was then examined by an Expert Group constituted by the Punjab Government under Section 7 of the RFCTLARR Act, 2013. After reviewing the report, the Expert Group concluded that:
- the proposed acquisition serves a public purpose;
- the expected benefits of the project are considered greater than the identified social costs and adverse social impacts; and
- only the minimum land required for the project is proposed to be acquired.
Based on these findings, the Expert Group has recommended proceeding with the proposed land acquisition.
Why Has This Notice Been Issued?
The purpose of the notice is to disclose the Expert Group's recommendations to affected families and residents of Village Kurara. Copies have also been sent to the concerned authorities, including:
- Sub-Divisional Magistrate, Mohali;
- Tehsildar, Mohali;
- Sarpanch of Village Kurara;
- GMADA's IT Wing; and
- the concerned Housing and Urban Development Department office.
The Sarpanch has been asked to display the notice at prominent places in the village, including Gurdwaras, temples, mosques, community facilities and other public notice boards.
What Happens Next?
This notice relates specifically to the Section 7 Expert Group recommendation stage. It does not itself complete or finally approve the land acquisition. The Expert Group's recommendations are considered by the competent authority under the subsequent provisions of the RFCTLARR Act before the acquisition can proceed to later statutory stages.
Geography of Kurda
Village Kurda is located in the SAS Nagar district within the Greater Mohali area. This region is strategically positioned near Chandigarh and is being developed into an urban zone through GMADA's initiatives. Notably, Kurda's proximity to other important villages involved in the Aerotropolis Extension emphasizes its role in the overall development plans. The landscape around Kurda traditionally comprises agricultural land, which underscores the significant transformation anticipated in the area as part of urban development. Improved road access to Kurda will facilitate better connectivity, which is a key aspect of GMADA's vision for urbanization.
History and Development of the Aerotropolis Project
The Aerotropolis Extension aims to transform parts of SAS Nagar, including village Kurda, from largely agricultural areas into an urbanized environment. This transition is part of GMADA's larger master plan, which focuses on integrating various villages into structured sectors for modern urban living. The involvement of multiple villages in this phase, including Sekhan Majra, Khijargadh, Tangori, Manakpur Kalar, Karala, and Banoor, highlights the scale of the development, driven by the need for better infrastructure and economic opportunities. This collaborative approach of including several villages indicates a coordinated urban expansion strategy. Related public notices issued in August 2026 indicate efforts to expedite the land acquisition process across the involved villages, suggesting a well-organized plan for the future growth of the region.
Significance of Land Acquisition in Kurda
The Expert Group has reviewed the Social Impact Assessment for land proposed to be acquired in Village Kurara for the Aerotropolis Extension Residential Project. The Group found that the project serves a public purpose, its expected benefits outweigh the identified social impact and the proposed acquisition has been limited to the minimum land considered necessary. It has therefore recommended that the acquisition process should move forward. This notice mainly informs affected landowners and residents about that recommendation. It is a Section 7 stage and should not be confused with the later Section 8 approval, where the competent authority considers whether to accept those recommendations.
