Notice Regarding Land Acqusition for Aetropolish Extension of Village Manakpur Kalar.
Overview of the Notice
This public notice relates to the proposed land acquisition for the Aerotropolis Extension project in Village Manakpur Kallar, S.A.S. Nagar (Mohali). According to the notice, approximately 230.02 acres of land in Village Manakpur Kallar is proposed to be acquired under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLARR Act, 2013).
Social Impact Assessment and Expert Group Review
As part of the acquisition process, a Social Impact Assessment (SIA) was carried out by Punjab Agricultural University (PAU), Ludhiana. The SIA report was then reviewed by an Expert Group constituted under Section 7 of the RFCTLARR Act, 2013. After considering the report and the Expert Group’s recommendations, the competent authority has approved the recommendations under Section 8 of the Act.
Main Findings Considered
According to the notice, the decision to proceed further with the acquisition was based on the following findings:
- the proposed land is required for a public purpose;
- acquisition of the land is considered necessary for the Aerotropolis Extension project;
- the expected benefits of the project are considered greater than the social costs and adverse impacts identified in the Social Impact Assessment;
- only the minimum land required for the project has been proposed for acquisition;
- no suitable previously acquired but unused land is stated to be available in the area; and
- if any previously acquired land is found to be unused, its possible use for a similar public purpose should also be considered.
Public Disclosure
The notice is also being made public so that affected residents and landowners are informed about the decision. Copies have been sent to the concerned authorities, including:
- Sub-Divisional Magistrate, Mohali;
- Tehsildar, Mohali;
- Sarpanch of Village Manakpur Kallar;
- GMADA’s IT Wing; and
- the concerned Housing and Urban Development Department office.
The Sarpanch has been asked to arrange a public announcement (munadi) in the village and display the notice at prominent locations such as Gurdwaras, temples, mosques, community centres and other public notice boards. The notice is also to be uploaded on GMADA’s official website.
What Happens Next?
Following approval of the Expert Group’s recommendations under Section 8, the authorities can continue with the next stages of the land acquisition process under the RFCTLARR Act, 2013. Further statutory notices and proceedings may follow before acquisition, compensation and possession are completed.

The government has completed an important preliminary review for the proposed acquisition of approximately 230.02 acres in Village Manakpur Kallar for the Aerotropolis Extension project. This notice does not mean that the entire land acquisition or compensation process has been completed.
