Overview of the Notice

This notice relates to the proposed acquisition of approximately 227.8852 acres of land for the development of a Commercial City Centre in New Chandigarh, as provided in the approved New Chandigarh Master Plan. The land proposed for acquisition falls in the following villages of Tehsil Kharar, District S.A.S. Nagar (Mohali):

• Sangala
• Bansepur
• Tira
• Chahar Majra

The acquisition is being processed under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLARR Act, 2013).

Social Impact Assessment Completed

As part of the land acquisition process, a Social Impact Assessment (SIA) was carried out by Punjab Agricultural University (PAU), Ludhiana. An Expert Group was subsequently constituted under the Act to review the SIA report and provide its recommendations. After considering these recommendations, the competent authority has accepted the Expert Group's findings under Section 8 of the RFCTLARR Act, 2013 and decided that the acquisition process may proceed further.

Main Findings Considered by the Government

According to the notice, the decision to proceed with the acquisition was based on findings that:

• the proposed acquisition is required for a public purpose;
• the expected benefits of the project are considered greater than the identified social costs and negative impacts;
• only the minimum land required for the project is proposed to be acquired;
• no suitable previously acquired but unused land is available in the area for the project; and
• if any previously acquired land is found to be unused, its possible use for such public purposes should also be considered.

What Happens Next?

Following approval under Section 8, the authorities have been directed to take further action under the RFCTLARR Act, 2013 for the proposed acquisition. The notice has also been sent to the concerned local authorities for public disclosure, including:

• Sub-Divisional Magistrate, Kharar
• Tehsildar, Kharar
• Naib Tehsildar, Majri
• Sarpanches of the four affected villages

The village Sarpanches have been asked to make a public announcement (munadi) and display copies of the notice at prominent places such as Gurdwaras, temples, mosques, community centres and other public notice boards.
