Overview

The Land Acquisition Collector, Urban Development Department, Punjab has disclosed the Expert Group’s recommendations regarding proposed land acquisition for construction of a: 50-metre (164-foot) wide road dividing Sectors 116/117 and 92/74A and extending up to Sectors 91/74 in S.A.S. Nagar. The proposed road is approximately: 2.80 kilometres long and requires land in: Chajju Majra and: Chappar Chiri Kalan The Expert Group constituted under Section 7 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 has reviewed the Social Impact Assessment and recommended that the proposed acquisition proceed.

How Much Land Is Proposed for Acquisition?

The Government of Punjab’s earlier Social Impact Assessment notification for this road records a total proposed acquisition of: 21.2008 acres comprising: Chajju Majra – 5.2133 acres Chappar Chiri Kalan – 15.9875 acres The same notification describes the project as an approximately 2.80-km-long and 50-metre-wide horizontal road under the approved S.A.S. Nagar Master Plan.

What Has Happened Now?

The project has moved beyond the initial Social Impact Assessment stage. The SIA report has now been examined by an Expert Group constituted by the Punjab Government under: Section 7 of the RFCTLARR Act, 2013. According to the latest notice, the Expert Group has given a: favourable recommendation for acquisition.

What Did the Expert Group Conclude?

The notice records three important findings.

The Road Serves a Public Purpose

The Expert Group concluded that acquisition of the proposed land would fulfil the: public purpose of the road project.

Benefits Outweigh Social Costs

The Group found that: the likely benefits of the project are greater than the social costs and adverse social impacts arising from the acquisition.

Only the Minimum Required Land Is Proposed

The Expert Group also concluded that: the land proposed for acquisition is the minimum necessary for the project. After reviewing the Social Impact Assessment and the overall proposal, it recommended that acquisition proceed.

What Is the Purpose of This Road?

The project concerns a planned: 164-foot-wide Master Plan road connecting/dividing: Sector 116/117 Sector 92/74A and continuing up to: Sector 91/74. The earlier SIA notification states that the road follows the approved S.A.S. Nagar Master Plan and DTP drawing referred to in the notification.

Important Detail About the 21.2008 Acres

The earlier SIA notification also states that if any part of the proposed area belongs to a developer company that has already received CLU and availed the benefit of salability under the relevant 2015 instructions, that area would be excluded from acquisition. Therefore, the: 21.2008-acre figure should be understood as the acquisition area identified at the SIA stage and should still be checked against later statutory land schedules.

What Does Section 7 Mean?

Section 7 is the: Expert Group appraisal stage of the land-acquisition process. At this stage, the Group reviews the Social Impact Assessment and considers whether:

  • the project serves a genuine public purpose;
  • its benefits justify the social impact;
  • the proposed acquisition is necessary; and
  • only the minimum land required is being taken.

For this road, the Expert Group has recommended proceeding.

Is the Acquisition Now Final?

No. A favourable: Section 7 recommendation does not itself mean that the land has been finally acquired. The next major statutory stage is generally: Section 8 – Government consideration and decision. The Government considers the SIA report and the Expert Group’s recommendation before deciding whether acquisition should proceed further.

Is This a Section 11 Notification?

No. This document only records the: Section 7 Expert Group recommendation. It is not itself a: Section 11 preliminary acquisition notification. A separate Section 11 notification would be required if the process advances to that stage.

Has Compensation Been Fixed?

No. This notice does not determine:

  • market value;
  • compensation per acre;
  • multiplier;
  • solatium;
  • Rehabilitation and Resettlement benefits;
  • final award amount; or
  • payment date.

Those matters arise at later stages of acquisition.

Has Possession Been Taken?

No. Nothing in the Section 7 notice establishes that:

  • an award has been announced;
  • compensation has been paid;
  • possession has been taken;
  • ownership has vested in GMADA; or
  • the road has been constructed.

The notice records only the Expert Group’s recommendation.

Does Every Property in Chajju Majra or Chappar Chiri Kalan Fall Under Acquisition?

No. Only the specific land parcels falling within the proposed road alignment are relevant. A person owning land elsewhere in: Chajju Majra or: Chappar Chiri Kalan should not assume their land is being acquired simply because the village appears in the notice. The key property-level identifier is the: exact Khasra number.

What Should Affected Landowners Check?

Potentially affected owners should verify:

  • exact Khasra number;
  • latest Jamabandi;
  • mutation;
  • ownership share;
  • inheritance records, where applicable;
  • SIA land schedule;
  • Section 7 Expert Group recommendation;
  • subsequent Section 8 Government decision; and
  • any later Section 11 notification.

The overall 21.2008-acre figure cannot by itself determine whether an individual property is included.

Disclosure to the Villages

According to the supplied notice, the Expert Group’s recommendation is to be shared with: affected families and the concerned villages. Copies were also forwarded to:

  • Sub-Divisional Magistrate, Mohali;
  • Tehsildar, Mohali;
  • Sarpanches of Chajju Majra and Chappar Chiri Kalan;
  • GMADA’s IT wing for website publication; and
  • Housing-1 branch for further action.

The Sarpanches were asked to display the notice at prominent public places in their respective villages.

Notice Reference

The endorsement visible in the supplied notice is: GMADA-LAC-2026/15726 dated: 29 October 2026

Earlier SIA Notification

GMADA’s official notification archive lists the SIA notification for this road as: Notification No. 297 dated: 4 February 2026. The official notification confirms the road length, width, villages and proposed acquisition area of 21.2008 acres.

What Happens Next?

The next major statutory development to watch is: Section 8 – Government Decision If the Government accepts the SIA and Expert Group recommendation, the acquisition can proceed toward later statutory stages.

In Simple Words

GMADA/Punjab is processing approximately: 21.2008 acres for a: 164-foot-wide, approximately 2.80-km Master Plan road through: Chajju Majra and Chappar Chiri Kalan. The road is planned between: Sectors 116/117 and 92/74A up to Sectors 91/74. The Expert Group has now concluded that: the project serves a public purpose, its expected benefits outweigh the social costs, and: only the minimum required land is proposed. It has therefore recommended acquisition. However, this remains: Section 7 – Expert Group Recommendation and does not mean the land has already been finally acquired, compensated or taken into possession.

Suggested gmada.in Classification

Land Acquisition → Master Plan Roads → Sector 116/117–92/74A Road Suggested status: Section 7 – Expert Group Recommendation Useful tags: Sector 74 · Sector 74A · Sector 91 · Sector 92 · Sector 116 · Sector 117 · Chajju Majra · Chappar Chiri Kalan · 164-Foot Road · Section 7 · Expert Group · GMADA

Practical Details

The important development is that the proposed road has now cleared the: Section 7 Expert Group appraisal stage with a favourable recommendation. For affected landowners, the exact Khasra number is more important than the village name or overall 21.2008-acre figure. The next major statutory record to watch is the: Section 8 Government decision. For complete and authoritative information, click “Open Original Document” to view the official source in full.
