Overview
The Land Acquisition Collector, Urban Development Department, Punjab has disclosed the Expert Group’s recommendations regarding proposed land acquisition for construction of the: PR-5 Road in S.A.S. Nagar The proposed road is: 60 metres (200 feet) wide and approximately: 3.50 kilometres long. The current acquisition proposal covers land in six villages: Husainpur Hasanpur Jhampur Tarauli Manana and: Behlolpur The road is officially described as the: “60 Mtr (200 feet) wide PR-5 road adjoining village Behlolpur, Tarauli & Hasanpur.” The Expert Group constituted under Section 7 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 has reviewed the Social Impact Assessment and recommended that the proposed acquisition proceed.
How Much Land Is Proposed?
The Section 7 notice itself does not state the total acreage. However, GMADA’s 38th Authority Meeting agenda places the planning-stage land requirement for this PR-5 road at: 48.21455 acres. The same official planning record confirms that the land requirement is spread across: Husainpur, Hasanpur, Jhampur, Tarauli, Manana and Behlolpur. The 48.21455-acre figure should be treated as the planning-stage requirement. The final notified acquisition area should be checked against subsequent statutory land schedules because the acreage can change as the process moves forward.
What Has Happened Under Section 7?
A Social Impact Assessment was carried out for the proposed PR-5 land acquisition. The SIA report was then examined by an Expert Group constituted by the Punjab Government under: Section 7 of the RFCTLARR Act, 2013. The latest notice records that the Expert Group has given a: favourable recommendation for acquisition.
What Did the Expert Group Conclude?
The Group recorded three main conclusions.
The PR-5 Project Serves a Public Purpose
The Expert Group concluded that acquisition of the proposed land would fulfil the: public purpose of the road project.
Benefits Outweigh Social Costs
The Group concluded that: the expected benefits of the project are greater than the social costs and adverse social impacts arising from the proposed acquisition.
Only the Minimum Required Land Is Proposed
The Expert Group also found that: the land proposed for acquisition is the minimum required for the project. After reviewing the Social Impact Assessment and the overall proposal, it recommended acquisition of the land.
What Is PR-5?
PR-5 is one of the planned major road corridors within the Greater Mohali road network. For the current acquisition proposal, GMADA describes the relevant stretch as a: 200-foot-wide PR-5 road adjoining Behlolpur, Tarauli and Hasanpur with an approximate length of: 3.50 km. The land requirement, however, extends across six revenue villages rather than only the three villages used to describe the road location.
Why Are Six Villages Listed if the Road Is Described as Adjoining Three?
The project description uses: Behlolpur, Tarauli and Hasanpur to identify the general road corridor. But the actual proposed acquisition extends into revenue land situated in: Husainpur, Hasanpur, Jhampur, Tarauli, Manana and Behlolpur. Therefore, someone checking whether their land is affected should rely on the statutory Khasra schedule, not only the short road description.
Earlier SIA Notification
GMADA’s official notification archive records: Notification No. 66 dated: 4 February 2026 for construction of the: 60-metre-wide PR-5 road in S.A.S. Nagar. The present October 2026 notice shows that the proposal has moved further through the Social Impact Assessment process and reached the: Section 7 Expert Group appraisal stage.
What Does Section 7 Mean?
Section 7 is the: Expert Group appraisal stage of the land-acquisition process. At this stage, the Expert Group examines the Social Impact Assessment and considers whether:
- the proposed project serves a genuine public purpose;
- the expected benefits justify its social impact;
- the acquisition is necessary; and
- only the minimum required land is being proposed.
For this PR-5 proposal, the Expert Group has recommended proceeding.
Is the Land Acquisition Now Final?
No. A favourable recommendation under: Section 7 does not mean the land has been finally acquired. The next major statutory stage is generally: Section 8 – Government consideration and decision. The appropriate Government considers the Social Impact Assessment and the Expert Group’s recommendations before deciding whether the acquisition should proceed further. Therefore, the correct current status is: Section 7 – Expert Group Recommendation and not: Final Acquisition Approved
Is This a Section 11 Notification?
No. The present document is a disclosure of: Section 7 Expert Group recommendations. It is not itself a: Section 11 preliminary acquisition notification. If the Government decides to proceed after the Section 8 stage, a separate Section 11 notification can follow.
Has Compensation Been Fixed?
No. This notice does not determine:
- market value;
- compensation per acre;
- multiplier;
- solatium;
- Rehabilitation and Resettlement benefits;
- final award amount; or
- payment date.
Those matters arise at later statutory stages.
Has Possession Been Taken?
No. Nothing in this Section 7 notice establishes that:
- an award has been announced;
- compensation has been paid;
- possession has been taken;
- ownership has vested in GMADA; or
- the complete PR-5 road has been constructed.
It only records the Expert Group’s recommendation.
Does Every Property in These Six Villages Fall Under Acquisition?
No. Only the particular revenue parcels falling within the proposed PR-5 alignment would be affected. A person owning land elsewhere in: Husainpur, Hasanpur, Jhampur, Tarauli, Manana or Behlolpur should not assume that their property is part of this acquisition simply because the village appears in the notice. The most important property-level identifier is the: exact Khasra number.
What Should Affected Landowners Check?
Potentially affected owners should verify:
- exact Khasra number;
- latest Jamabandi;
- mutation;
- ownership share;
- inheritance records, where applicable;
- Social Impact Assessment land schedule;
- Section 7 Expert Group recommendation;
- subsequent Section 8 Government decision; and
- any later Section 11 notification.
The overall 48.21455-acre planning figure cannot determine whether an individual property is included.
Disclosure to the Villages
The notice directs that the Expert Group’s recommendation be shared with: affected families and the concerned villages. Copies were forwarded to:
- Sub-Divisional Magistrate, Mohali;
- Tehsildar, Mohali;
- Sarpanches of Husainpur, Hasanpur, Jhampur, Tarauli, Manana and Behlolpur;
- GMADA’s IT wing for publication on its website; and
- Housing-1 branch for further action.
The village Sarpanches were asked to display the notice at prominent public places.
Notice Reference
The original GMADA scan confirms the endorsement as: GMADA-LAC-2026/15711 dated: 29 October 2026.
What Happens Next?
The next major statutory development to watch is: Section 8 – Government Decision If the Government accepts the Social Impact Assessment and Expert Group recommendation, the PR-5 acquisition can proceed toward later statutory stages.
In Simple Words
GMADA/Punjab is processing land acquisition for an approximately: 3.50-km-long, 200-foot-wide section of PR-5. The proposed acquisition involves land in: Husainpur, Hasanpur, Jhampur, Tarauli, Manana and Behlolpur. GMADA’s planning record puts the proposed land requirement at approximately: 48.21455 acres. The Expert Group has now concluded that: the road serves a public purpose, its expected benefits outweigh the social costs, and: only the minimum necessary land is proposed. It has therefore recommended acquisition. However, this remains: Section 7 – Expert Group Recommendation and does not mean that the 48.21455 acres have already been finally acquired, compensation has been fixed, or possession has been taken.

Practical Details
The important development is that the current PR-5 proposal has now cleared the: Section 7 Expert Group appraisal stage with a favourable recommendation.
