Overview
The Land Acquisition Collector, Urban Development Department, Punjab has disclosed the recommendations of the Expert Group regarding proposed acquisition of land for: VR-5 Road in New Chandigarh The proposed road is: 60 metres (200 feet) wide and approximately: 1.15 kilometres long. The current acquisition proposal concerns land in: Ghandoli Bhagat Majra and: Palheri The Expert Group constituted under Section 7 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 has reviewed the Social Impact Assessment and recommended that the proposed acquisition proceed.
Important OCR Correction
The supplied scan renders the first village in several different ways, including forms resembling: Ghandeli / Andoli However, GMADA’s official 38th Authority Meeting agenda identifies the village for this VR-5 proposal as: Ghandoli. The other two villages are: Bhagat Majra and: Palheri.
How Much Land Is Proposed?
GMADA’s official planning record gives the proposed village-wise land requirement as: Ghandoli – 11.07 acres Bhagat Majra – 5.48 acres Palheri – 1.90 acres Total: 18.45 acres. This figure should be described as the: planning-stage land requirement rather than automatically treated as the final statutory acquisition area. Later Section 11 or Section 19 land schedules should still be checked because the acreage can change during the statutory process.
What Has Happened Under Section 7?
A Social Impact Assessment was prepared for the proposed acquisition. The SIA report was then examined by an Expert Group constituted by the Punjab Government under: Section 7 of the RFCTLARR Act, 2013. According to the notice, the Expert Group has now given a: favourable recommendation for acquisition.
What Did the Expert Group Conclude?
The notice records three key findings.
The VR-5 Project Serves a Public Purpose
The Group concluded that acquisition of the proposed land would fulfil the: public purpose of the road project.
Benefits Outweigh Social Costs
The Expert Group found that: the expected benefits of the project are greater than the social costs and adverse social impacts resulting from acquisition.
Only the Minimum Required Land Is Proposed
The Group also concluded that: the land proposed for acquisition is the minimum required for the project. After considering the Social Impact Assessment, it recommended that the proposed acquisition proceed.
Earlier SIA Notification
GMADA’s official notification archive records: Notification No. 241 dated: 4 February 2026 for construction of the: 60-metre-wide VR-5 road. The present Section 7 notice shows that the proposal has since progressed through the SIA process to the: Expert Group appraisal stage.
What Does Section 7 Mean?
Section 7 is the: Expert Group review stage of the land-acquisition process. At this stage, the Expert Group considers whether:
- the project serves a genuine public purpose;
- its expected benefits justify its social impact;
- the proposed acquisition is necessary; and
- only the minimum required land is being taken.
For this current VR-5 proposal, the recommendation is: favourable.
Is the 18.45 Acres Now Finally Acquired?
No. A favourable: Section 7 recommendation does not itself mean that the land has finally been acquired. The next major statutory stage is generally: Section 8 – Government consideration and decision. The Government considers the Social Impact Assessment and the Expert Group’s recommendations before deciding whether the acquisition should proceed.
Is This a Section 11 Notification?
No. This document is a: Section 7 Expert Group recommendation disclosure. It is not itself a: Section 11 preliminary acquisition notification. A separate Section 11 notification would be required if the Government decides to proceed further.
VR-5 Has an Earlier Acquisition History
VR-5 has already been involved in a separate, earlier land-acquisition process. An earlier acquisition covered approximately: 8.8310 acres in: Devi Nagar, Salamatpur, Rasulpur, Dhode Majra and Saini Majra. That earlier process ultimately reached: Award No. 584 dated 15 May 2023.
Is the Current 18.45-Acre Proposal the Same Land?
No such conclusion should be made. The earlier acquisition covered a different group of villages: Devi Nagar, Salamatpur, Rasulpur, Dhode Majra and Saini Majra. The current 2026 proposal covers: Ghandoli, Bhagat Majra and Palheri. Therefore, the present Section 7 notice should be treated as a separate additional VR-5 acquisition proposal unless an exact Khasra comparison proves otherwise.
Why Is This Distinction Important?
A road such as VR-5 can pass through several revenue villages and be acquired in different phases. So the fact that one part of VR-5 already reached an award in 2023 does not mean that:
- the entire VR-5 alignment has been acquired;
- all land required for the road is already with GMADA; or
- the compensation terms from the earlier award automatically apply to the current land.
Each acquisition has to be read according to its own statutory land schedule.
Has Compensation Been Fixed for the Current Land?
No. The current Section 7 notice does not determine:
- market value;
- compensation per acre;
- multiplier;
- solatium;
- R&R entitlement;
- award amount; or
- payment date.
The compensation determined under the earlier 2023 VR-5 award should not be assumed to apply to this current 18.45-acre proposal.
Has Possession Been Taken?
No. The current Section 7 recommendation does not establish that:
- an award has been announced for this land;
- compensation has been paid;
- possession has been taken;
- ownership has vested in GMADA; or
- construction has started on the newly proposed land.
Does Every Property in These Villages Fall Under Acquisition?
No. Only the specific Khasra numbers falling within the current VR-5 acquisition schedule would be affected. A person owning land elsewhere in: Ghandoli, Bhagat Majra or Palheri should not assume that their property is being acquired simply because the village appears in the notice. The most important property-level identifier is the: exact Khasra number.
What Should Affected Landowners Check?
Potentially affected landowners should verify:
- exact Khasra number;
- latest Jamabandi;
- mutation;
- ownership share;
- inheritance record, where applicable;
- SIA land schedule;
- Section 7 Expert Group recommendation;
- any subsequent Section 8 Government decision; and
- any later Section 11 notification.
Because VR-5 also has an older acquisition history, landowners should additionally check whether their Khasra appeared in any earlier VR-5 notification or award.
Disclosure to the Villages
According to the supplied notice, the Expert Group’s recommendation is to be shared with: affected families and the concerned villages. Copies were also forwarded to:
- Sub-Divisional Magistrate, Kharar;
- Tehsildar, Kharar and Majri;
- Sarpanches of Ghandoli, Bhagat Majra and Palheri;
- GMADA’s IT wing for website publication; and
- Housing-1 branch for further action.
The Sarpanches were asked to display copies at prominent public places.
Notice Reference
The supplied OCR appears to show an endorsement ending in: /15861 dated: 29 October 2026. Because the scan distorts part of the reference number, the exact endorsement should be checked against the original digital notice before using it as a formal legal reference.
What Happens Next?
The next important statutory development to watch is: Section 8 – Government Decision If the Government accepts the Social Impact Assessment and Expert Group recommendation, the acquisition can proceed toward later statutory stages.
In Simple Words
GMADA/Punjab is processing additional land acquisition for the: 200-foot-wide VR-5 Road in New Chandigarh. The current proposal covers approximately: 18.45 acres in: Ghandoli, Bhagat Majra and Palheri. The Expert Group has now concluded that: the road serves a public purpose, its expected benefits outweigh the social costs, and: only the minimum required land is proposed. It has therefore recommended acquisition. However, this remains: Section 7 – Expert Group Recommendation and does not mean that the 18.45 acres have already been finally acquired, compensated or taken into possession. VR-5 also has an earlier acquisition history, including a separate 8.8310-acre acquisition that reached Award No. 584 in May 2023, so the current proposal should not be confused with that earlier award.

Practical Details
The important development is that the current 18.45-acre VR-5 proposal has cleared the Expert Group appraisal stage with a favourable recommendation. But because VR-5 has been acquired in different phases, affected landowners should check the exact: Khasra number and acquisition notification to determine whether their land belongs to the older award area or the current 2026 proposal. The next major statutory document to watch is the: Section 8 Government decision. For complete and authoritative information, click “Open Original Document” to view the official source in full.
