Overview
The Land Acquisition Collector, Urban Development Department, Punjab has disclosed the Expert Group’s recommendations regarding proposed land acquisition for construction of a: 40-metre (131-foot) wide road dividing Sectors 94/95 and 112/111 in S.A.S. Nagar. The proposed road is approximately: 2.40 kilometres long and involves land in: Bairampur Landran and: Ledi The Expert Group constituted under Section 7 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 has examined the Social Impact Assessment and recommended that the proposed acquisition proceed.
What Road Is Being Planned?
The official notice describes the project as: “40 Mtr. (131 feet) wide road dividing Sector-94/95 & Sector-112/111 (Approx. 2.40 KM)” It forms part of the planned Master Plan road network in the Greater Mohali area.
How Much Land Is Proposed?
The Section 7 notice itself does not mention the acreage. However, GMADA’s 38th Authority Meeting agenda gives the planning-stage land requirement as: Landran – 3.4082 acres Bairampur – 17.6249 acres Ledi – 3.4609 acres Total: 24.494 acres. This should be described as the planning-stage land requirement, not automatically as the final statutory acquisition area. The eventual area can change when detailed Khasra schedules and later acquisition notifications are issued.
What Has Happened Under Section 7?
A Social Impact Assessment was prepared for the proposed road acquisition. That report was then examined by an Expert Group constituted by the Punjab Government under: Section 7 of the RFCTLARR Act, 2013. The Expert Group has now given a: favourable recommendation for acquisition.
What Did the Expert Group Conclude?
According to the official notice, the Expert Group reached three key conclusions.
The Project Serves a Public Purpose
The Group found that acquisition of the proposed land would fulfil the: public purpose of the road project.
Benefits Outweigh Social Costs
It concluded that: the expected benefits of the project are greater than the social costs and adverse social impacts associated with acquisition.
Only the Minimum Required Land Is Proposed
The Expert Group also found that: the land proposed for acquisition is the minimum required for the project. After examining the matter, it recommended acquisition of the proposed land.
What Does Section 7 Mean?
Section 7 is the: Expert Group appraisal stage of the land-acquisition process. At this point, the Expert Group reviews the Social Impact Assessment and considers whether:
- the project serves a genuine public purpose;
- its expected benefits justify the social impact;
- acquisition is necessary; and
- only the minimum required land is proposed.
For this road, the Expert Group’s recommendation is: favourable.
Is the Land Acquisition Now Final?
No. A favourable: Section 7 recommendation does not itself mean that the land has been finally approved for acquisition. The next important statutory stage is generally: Section 8 – Government consideration and decision. At that stage, the Government considers the Social Impact Assessment and Expert Group recommendations before deciding whether the acquisition should proceed. Therefore, the correct current status is: Section 7 – Expert Group Recommendation and not: Final Acquisition Approved
Is This a Section 11 Notification?
No. This document only discloses the: Section 7 Expert Group recommendation. It is not a: Section 11 preliminary acquisition notification. A separate statutory notification would be required if the acquisition advances to that stage.
Has Compensation Been Fixed?
No. This notice does not determine:
- market value;
- compensation per acre;
- multiplier;
- solatium;
- Rehabilitation and Resettlement benefits;
- final award amount; or
- payment date.
Those matters arise at later stages of the acquisition process.
Has Possession Been Taken?
No. Nothing in this Section 7 notice establishes that:
- an award has been announced;
- compensation has been paid;
- possession has been taken;
- ownership has vested in GMADA; or
- road construction has started.
It only records the Expert Group’s recommendation.
Does Every Property in Bairampur, Landran or Ledi Fall Under Acquisition?
No. Only the particular revenue parcels falling within the proposed road alignment would be affected. A person owning land elsewhere in: Bairampur, Landran or Ledi should not assume their property is being acquired simply because the village appears in the notice. The most important property-level identifier is the: exact Khasra number.
What Should Affected Landowners Check?
Potentially affected owners should verify:
- exact Khasra number;
- latest Jamabandi;
- mutation;
- ownership share;
- inheritance records, where applicable;
- Social Impact Assessment land schedule;
- Section 7 Expert Group recommendation;
- subsequent Section 8 Government decision; and
- any later Section 11 notification.
The overall planning figure of 24.494 acres cannot by itself establish whether an individual property is affected.
Disclosure to the Villages
The official notice directs that the Expert Group’s recommendation be shared with: affected families and the concerned villages. Copies were also sent to:
- Sub-Divisional Magistrate, Mohali;
- Tehsildar, Mohali;
- Sarpanches of Bairampur, Landran and Ledi;
- GMADA’s IT wing for website publication; and
- Housing-1 branch for further action.
The Sarpanches were asked to display copies at prominent public places in the villages.
Notice Reference
The original GMADA scan confirms the endorsement as: GMADA-LAC-2026/16087 dated: 3 November 2026. This corrects the OCR version, which makes both the number and date difficult to read.
What Happens Next?
The next major statutory record to watch is: Section 8 – Government Decision If the Government accepts the Social Impact Assessment and Expert Group recommendation, the acquisition can proceed toward later statutory stages.
In Simple Words
GMADA/Punjab is processing land acquisition for a: 131-foot-wide, approximately 2.40-km Master Plan road between: Sectors 94/95 and 112/111. The proposed road involves land in: Bairampur, Landran and Ledi. GMADA’s planning records place the proposed land requirement at approximately: 24.494 acres. The Expert Group has now concluded that: the road serves a public purpose, its expected benefits outweigh the social costs, and: only the minimum required land is proposed. It has therefore recommended acquisition. However, this remains: Section 7 – Expert Group Recommendation and does not mean that the 24.494 acres have already been finally acquired, compensation has been fixed, or possession has been taken.
