Overview of the Notice

The Land Acquisition Collector, Urban Development Department, Punjab issued a communication regarding proposed land acquisition for development of: Commercial Infrastructure in Sector 87, S.A.S. Nagar The proposed acquisition concerns land situated in the following villages:

  • Manak Majra
  • Nanu Majra
  • Sambhalki
  • Sohana

The notice relates to action under Section 8 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLARR Act, 2013).

Why Has This Notice Been Issued?

A Social Impact Assessment (SIA) had earlier been carried out for the proposed acquisition of land for Sector 87. According to the accompanying Punjab Government communication, the SIA was conducted by: Guru Nanak Dev University, Amritsar The SIA report was then examined by an Expert Group constituted under Section 7 of the RFCTLARR Act, 2013. After examining the report, the Expert Group recommended that the proposed land be acquired for the Sector 87 Commercial Infrastructure project.

Project Area Mentioned in the Government Letter

The accompanying government communication states that approximately: 201.7813 acres were proposed to be acquired for establishing Commercial Infrastructure in Sector 87. This figure should be treated as the area stated in this particular Section 7/Section 8 record.

What Did the Government Decide?

After considering the Expert Group's recommendations, the Punjab Government accepted them at the competent-authority level. The notice states that the government satisfied itself that the proposed acquisition would involve:

  • minimum displacement of people;
  • minimum disturbance to infrastructure;
  • minimum environmental disruption; and
  • minimum adverse impact on affected persons.

On this basis, the competent authority decided that the proposed acquisition should proceed further according to the RFCTLARR Act, 2013.

What Is Section 8 of the RFCTLARR Act?

Section 8 is the stage at which the appropriate government considers the findings of the:

  • Social Impact Assessment;
  • Expert Group; and
  • overall public-purpose and social-impact evaluation.

The government then decides whether the proposed acquisition should continue. A favourable Section 8 decision is an important statutory step, but it is not the final acquisition award.

What Came Before This Stage?

The sequence reflected in the documents is: Social Impact Assessment → Section 7 Expert Group Review → Government Consideration → Section 8 Decision to Proceed The government communication referred to in the Land Acquisition Collector's notice is: Reference No. 1/1322224/26 dated: 18 February 2026

Expert Group Meeting

The accompanying government letter is titled: “Minutes of the meeting of Expert Group constituted under Section 7 of the RFCTLARR Act, 2013 regarding Acquisition of Setting up of Commercial Infrastructure in Sector 87 at Sahibzada Ajit Singh Nagar.” It records that the Expert Group's recommendations were considered and accepted by the competent authority.

Does This Mean the Land Was Finally Acquired?

No. This Section 8 decision does not by itself establish that:

  • the final acquisition award had been announced;
  • compensation had been determined;
  • compensation had been paid;
  • possession had been taken; or
  • development work had begun on the acquired land.

It means that the government had decided that the statutory acquisition process could proceed further.

What Happens After Section 8?

If the process continues, later statutory stages may include: Section 11 preliminary notification → objections → Rehabilitation and Resettlement proceedings → Section 19 declaration → claims → award → compensation → possession Each stage requires separate official action.

Public Disclosure in the Four Villages

The notice directs that the decision be disclosed publicly in:

  • Manak Majra
  • Nanu Majra
  • Sambhalki
  • Sohana

The concerned Sarpanches were asked to arrange Munadi/public announcement and display the notice at prominent locations such as:

  • temple;
  • Gurdwara Sahib;
  • mosque;
  • Janj Ghar;
  • community centre; and
  • other public notice boards.

Which Authorities Were Informed?

Copies of the communication were forwarded to:

  • Sub-Divisional Magistrate, Mohali
  • Tehsildar, Mohali
  • Sarpanches of the four affected villages
  • GMADA IT authorities for website publication
  • Municipal Corporation, Mohali
  • Housing-1 Branch, Department of Housing and Urban Development

Relationship With Later Sector 87 Notices

This Section 8 decision forms part of the wider acquisition process for Sector 87 Commercial Infrastructure. Later documents you shared for the same project include:

  • Section 16 Rehabilitation and Resettlement Scheme;
  • Section 16(5) public hearing;
  • later acquisition proceedings; and
  • eventual compensation/award-related stages.

This notice should therefore be treated as an earlier statutory stage in the Sector 87 acquisition timeline.

Important Acreage Difference

This Section 7/Section 8 government record states: 201.7813 acres However, the later R&R documents you supplied for Sector 87 state: 202.53750 acres These figures should not be silently treated as the same. Possible reasons could include later changes in the acquisition area, measurement adjustments, or different land schedules, but this notice does not explain the difference. For gmada.in, the safest approach is to state: “This Section 8 record refers to 201.7813 acres. Later R&R documents for the Sector 87 acquisition refer to 202.53750 acres. The reason for the difference should be verified from the respective official land schedules.”

What Should Affected Landowners Check?

Landowners in Manak Majra, Nanu Majra, Sambhalki and Sohana should verify:

  • their Khasra numbers;
  • whether their land is included in the proposed acquisition;
  • exact area affected;
  • ownership/share in revenue records;
  • the Social Impact Assessment report;
  • Expert Group recommendations;
  • this Section 8 decision;
  • subsequent Section 11 notification;
  • R&R records;
  • compensation assessment; and
  • eventual award documents.

The naming of a village does not mean that every parcel in that village is included in the acquisition.

Geographical and Administrative Context

Sector 54 is part of SAS Nagar, also called Mohali. It is a developed area with residential and commercial plots. GMADA manages land records and urban planning here. SAS Nagar is within the Chandigarh metropolitan region, near Mohali and the Tricity area. Land records for sectors like 54 include land transfers, allotments, and official documents.

Historical Background and Record Challenges

SAS Nagar was developed as a planned township. GMADA managed plot allotments and land documentation. Rapid urbanization increased development and created challenges in maintaining records. The recent notices about missing plot data, including plot no 236, reflect ongoing administrative issues due to fast growth and record-keeping demands.

Why the Missing Record Matters

The Punjab Government reviewed the Social Impact Assessment and Expert Group recommendations for acquisition of land for Commercial Infrastructure in Sector 87, S.A.S. Nagar. The project affects land in: Manak Majra, Nanu Majra, Sambhalki and Sohana. The accompanying government record refers to approximately: 201.7813 acres and states that the SIA was carried out by Guru Nanak Dev University, Amritsar. After considering the Expert Group's recommendations, the competent authority decided that the acquisition process should proceed further. This is a Section 8 decision stage, not the final compensation, award or possession stage.
