Overview

GMADA has issued a public notice to Surjit Kaur, wife of Sh. Mohainder Singh, regarding unpaid instalments for a plot in Sector 77, S.A.S. Nagar (Mohali). According to the notice, the plot was allotted through allotment letter No. 47149 dated 29 July 2021. The allottee was required to pay the plot instalments on time, as stated in the allotment letter. However, a report from GMADA's Accounts Branch dated 4 February 2025 states that none of the instalments specified in the allotment terms had been deposited. GMADA had previously issued notices under Section 45 of the PUDA Act through letters dated 17 August 2023, 24 February 2025 and 1 April 2025. These notices were returned to the office undelivered.

What Has GMADA Asked the Allottee to Do?

Through this public notice, GMADA has issued a notice under Section 45(3) of the PUDA Act and asked the allottee to appear before the concerned officer to present her case. The hearing was scheduled for 27 June 2025 at 11:00 AM. This gives the allottee an opportunity to explain her position regarding the unpaid instalments before further action is taken.

What Could Happen If the Allottee Does Not Appear?

The notice warns that if the allottee does not attend the hearing on the scheduled date, GMADA may treat the absence as an indication that she is not interested in retaining the plot. The authority may then proceed under Section 45(4) of the PUDA Act to cancel the allotment. The notice also states that 10% of the total consideration amount, including the plot price, interest, penalty and other outstanding dues, may be forfeited in favour of PUDA/GMADA. This is a proposed consequence stated in the notice, not confirmation that the allotment has already been cancelled.

Geography

Plot no 1278 is situated within Sector 77, a key area in SAS Nagar that forms part of GMADA’s structured urban planning. Sector 77 has emerged as one of the newer sectors, characterized by organized layouts that accommodate residential, commercial, and institutional uses. Located on the outskirts of Mohali city, it benefits from proximity to main roads and the city’s developed infrastructure network. This positioning makes it a significant site in the ongoing development framework of Greater Mohali.

History and Development

SAS Nagar has experienced rapid urbanization over the past two decades, transitioning from predominantly agricultural land into a planned urban center under the guidance of GMADA. The master plan for SAS Nagar emphasizes phased expansion, delineating clear sector boundaries and maintaining formal land records. Sector 77 was created through land acquisition processes and subdivision, forming part of this broader urban growth. Administrative notifications like the one for plot no 1278 are integral to GMADA’s efforts to keep land records accurate and reflect current land status as the city develops.

Significance

This notice plays a vital role within GMADA’s land management and urban planning activities. While it largely involves routine administrative procedures such as updating ownership information or recording land reservations, it also contributes to the transparency and accuracy of land records. Maintaining precise land data is essential for legal property transactions, resolving land disputes, and guiding future development projects within Mohali. Such notices reinforce GMADA’s commitment to structured urban growth and property record integrity.
