Overview

The Land Acquisition Collector, Urban Development Department, has issued a public-hearing notice concerning land proposed to be acquired in: Village Azizpur, S.A.S. Nagar for development of the: Aerotropolis Extension Residential Project The notice relates to: 186.5979 acres and schedules a public hearing under: Section 16(5) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

Public Hearing Date

The hearing is scheduled for: 5 November 2026 at: 12:00 noon Venue: Gurdwara, Village Azizpur Affected landowners may present their views and objections at the hearing.

What Stage of Land Acquisition Is This?

This is an important distinction. The notice is for a hearing under: Section 16(5) of the RFCTLARR Act, 2013. This stage deals with the Rehabilitation and Resettlement Scheme for affected families. It is not the initial Social Impact Assessment hearing and it is not the final compensation award.

What Does Section 16(5) Mean?

During the land-acquisition process, an R&R Scheme is prepared for affected families. Section 16(5) provides for a public hearing on that scheme in the affected area. The purpose is to allow affected persons to raise issues relating to matters covered by Rehabilitation and Resettlement before the scheme proceeds to later stages.

What Can Affected Landowners Raise?

The notice states that affected landowners can give their: views and objections at the hearing. Depending on an individual case, relevant issues may include:

  • whether the ownership/share shown in records is correct;
  • whether all affected family members have been identified;
  • whether structures or other affected assets have been recorded;
  • whether the proposed R&R entitlement reflects the actual affected family;
  • errors in revenue or family details; or
  • other issues connected with the draft R&R Scheme.

These examples are practical preparation points; the short notice itself does not provide a detailed list of permissible objections.

Does This Hearing Decide the Land Compensation Rate?

Not by itself. A Section 16(5) hearing primarily concerns the: Rehabilitation and Resettlement Scheme It is different from the later determination of land market value and compensation under the acquisition award. Landowners should therefore distinguish between: R&R benefits and: compensation for the acquired land because they are separate parts of the acquisition process.

Does This Mean the Final Award Has Been Announced?

No. This notice does not announce an acquisition award. It does not specify:

  • final market value;
  • compensation per acre;
  • multiplier;
  • solatium;
  • final award amount;
  • payment date; or
  • possession date.

Those would arise through later statutory stages and records.

Does the Hearing Mean Acquisition Is Already Complete?

No. The Section 16(5) notice shows that the acquisition proceedings have moved into the R&R stage. It does not mean that:

  • compensation has been finally determined;
  • the award has been announced;
  • possession has been taken; or
  • landowners have already been paid.

How Much Land Is Covered?

The clearer copy of the notice states: 186.5979 acres in Village Azizpur. This acreage is also consistent with September 2026 reporting on the Aerotropolis Extension acquisition in Azizpur.

Earlier Azizpur Aerotropolis Notification

GMADA's official notifications archive separately records an Aerotropolis Extension notification for Village Azizpur dated: 27 February 2026 under Notification No.: 389. The present November hearing is a later step in the acquisition process and should not be confused with that earlier notification.

Who Should Pay Particular Attention?

The notice is directly relevant to:

  • owners of land falling within the notified Azizpur acquisition;
  • co-sharers;
  • legal heirs of recorded owners;
  • affected families;
  • persons whose structures/assets fall within the acquired area; and
  • persons whose names or shares may have been recorded incorrectly.

Simply owning land somewhere in Village Azizpur does not automatically establish that a person is affected. The exact: Khasra number and ownership share remain important.

What Should a Landowner Check Before the Hearing?

For practical preparation, an affected landowner may want to compare the acquisition/R&R records with:

  • latest Jamabandi;
  • mutation;
  • inheritance record, where relevant;
  • exact Khasra number;
  • ownership share;
  • family details;
  • record of structures or other assets;
  • earlier acquisition notices; and
  • any draft R&R entitlement made available.

These documents are sensible for verification, but the short public notice does not state that all of them are mandatory for attending the hearing.

What If the Recorded Owner Has Died?

Where an acquisition record still contains the name of a deceased owner, legal heirs should pay particular attention to whether:

  • inheritance mutation has been entered;
  • all legal heirs are shown;
  • ownership shares are correct; and
  • R&R benefits have been apportioned correctly.

A mistake at the R&R stage can affect later entitlement records.

What Happens After the Section 16(5) Hearing?

After the hearing, objections and representations can be considered as part of the R&R process. The statutory process then moves toward review/approval of the Rehabilitation and Resettlement Scheme. The hearing itself is not the final R&R approval.

Section 16(5) vs Section 18

These stages should not be confused. Section 16(5): Public hearing on the R&R Scheme. Section 18: Approval of the R&R Scheme by the competent R&R authority. So this Azizpur notice is still at the: R&R public-hearing stage rather than the final approved R&R stage.

Section 16(5) vs Section 21

This hearing is also different from a later: Section 21 claims/interests notice Section 21 comes much later and deals with persons interested submitting claims relating to compensation and their interests in the acquired land. This November notice is specifically: Section 16(5) – R&R Public Hearing

Why This Matters for Azizpur Landowners

This is a meaningful stage because affected families have an opportunity to point out errors before the Rehabilitation and Resettlement Scheme advances further. For someone whose land is included in the acquisition, this is the stage to carefully check whether the government's records correctly reflect:

  • ownership;
  • family details;
  • land share;
  • affected assets; and
  • R&R eligibility.

Important OCR Clarification

Two copies appear in the supplied scan. One damaged OCR version reads approximately: 196.5973 acres / 6 November 2026 while the clearer duplicate reads: 186.5979 acres / 5 November 2026 at 12:00 noon The second reading is more reliable. The figure 186.5979 acres is also independently consistent with recent reports concerning the Azizpur Aerotropolis Extension acquisition. For publication on gmada.in, use: 186.5979 acres and: 5 November 2026, 12:00 noon unless the original official PDF later shows otherwise.

In Simple Words

GMADA/Punjab's land-acquisition authorities are proceeding with acquisition of: 186.5979 acres in Village Azizpur for the: Aerotropolis Extension Residential Project. A public hearing on the Rehabilitation and Resettlement Scheme will be held on: 5 November 2026 at 12:00 noon at: Gurdwara, Village Azizpur. Affected landowners can raise their views and objections. This is not the final compensation award and does not mean possession has already been taken.
