Overview

The Land Acquisition Collector, Urban Development Department has issued a revised public notice for hearings on objections filed against the proposed acquisition of land for the: Aerotropolis Extension under the Banur Master Plan The acquisition proceedings concern seven villages:

  • Kurda
  • Khizargarh
  • Banur
  • Manakpur Kallar
  • Sekhan Majra
  • Tangori
  • Karala

The hearings that were earlier scheduled for 28 and 29 October 2026 could not be conducted due to administrative reasons and have now been rescheduled for 2 and 3 November 2026.

Why Are These Hearings Being Held?

The Punjab Government had issued preliminary land-acquisition notifications under: Section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 on: 17 August 2026 19 August 2026 and: 21 August 2026 Objections were subsequently received under Section 15 of the RFCTLARR Act, and the Land Acquisition Collector is required to hear those objections before the acquisition moves further.

Revised Hearing Schedule

2 November 2026 – 3:00 PM

The objections relating to the following villages are scheduled to be heard together: Kurda Khizargarh Banur Manakpur Kallar

3 November 2026 – 11:00 AM

The hearing will cover: Sekhan Majra Tangori

3 November 2026 – 3:00 PM

The hearing for: Karala is scheduled separately.

Hearing Venue

All of the revised hearings are scheduled at: Second Floor, PUDA Bhawan Sector 62, S.A.S. Nagar, Mohali

Why Were the Earlier Dates Changed?

The original hearings had been fixed for: 28 October 2026 and: 29 October 2026 According to the official notice, the objections could not be heard on those dates because of: administrative reasons The notice therefore fixes fresh village-wise dates rather than cancelling the objection process.

What Is a Section 15 Objection Hearing?

Section 11 is the preliminary notification stage of land acquisition. Once a Section 11 notification has been issued, persons interested in the affected land can raise objections under Section 15 on matters permitted under the Act. The Land Acquisition Collector then hears those objections and prepares a report/recommendation for the Government. This is therefore an important opportunity for affected landowners to place their objections on record before the acquisition proceeds to later stages.

What Can a Landowner Object To?

Depending on the facts of the individual case, Section 15 objections may concern issues such as:

  • the area or suitability of land proposed for acquisition;
  • justification for acquiring a particular parcel;
  • whether alternative land or alignment may be available;
  • impact on the affected holding;
  • inaccuracies in land particulars; or
  • other matters permitted under the acquisition law.

The specific objection already submitted by a landowner remains important; this notice is primarily changing the hearing date, not reopening a completely new objection process.

Is This a New Land Acquisition Notification?

No. The notice does not begin a fresh acquisition. The Section 11 notifications had already been issued in August 2026. This notice deals with: hearings of objections already received against those notifications.

Does Every Landowner in These Villages Need to Attend?

Not necessarily. The acquisition relates to land covered by the relevant Section 11 notifications. Simply owning property somewhere in:

  • Kurda;
  • Khizargarh;
  • Banur;
  • Manakpur Kallar;
  • Sekhan Majra;
  • Tangori; or
  • Karala

does not automatically mean that the property is being acquired. The exact: Khasra number, notified area and ownership share should be checked against the relevant Section 11 notification.

Who Should Pay Particular Attention?

The revised notice is especially important for persons who:

  • have already filed an objection;
  • own land included in the Section 11 schedule;
  • are co-sharers in affected Khasras;
  • are legal heirs of an affected owner;
  • have received an earlier hearing notice; or
  • were preparing to attend the cancelled 28–29 October hearings.

They should use the new dates, not the earlier schedule.

What Should an Objector Carry?

For practical purposes, a person attending the hearing should keep available relevant records connected with the objection, such as:

  • copy of the objection already submitted;
  • Jamabandi;
  • mutation;
  • Khasra details;
  • ownership/share documents;
  • identity document;
  • earlier acquisition notice;
  • site or revenue plan where relevant; and
  • supporting documents relied upon in the objection.

The public notice itself does not prescribe this as a mandatory document list, but these records can help identify and support an individual objection.

What Happens After the Hearing?

After hearing the objections, the Land Acquisition Collector can prepare the statutory report and recommendations for consideration by the Government. The Government then decides whether and how the acquisition should proceed. Therefore, the hearing is an important procedural stage, but it is not the final acquisition decision.

Does This Mean Compensation Has Been Fixed?

No. This notice does not determine:

  • market value;
  • compensation per acre;
  • multiplier;
  • solatium;
  • R&R amount;
  • final award amount; or
  • payment date.

Those matters arise at later stages of the acquisition process.

Does This Mean the Land Has Already Been Acquired?

No. A Section 11 notification followed by a Section 15 objection hearing is still an early statutory acquisition stage. The notice does not mean that:

  • a Section 19 declaration has already been issued for these parcels;
  • an award has been announced;
  • compensation has been paid;
  • possession has been taken; or
  • ownership has vested in GMADA.

Important Correction From the OCR Copy

The scanned OCR is difficult to read and can make the legal provision and village names appear incorrectly. The official PDF confirms the villages as: Kurda, Khizargarh, Banur, Manakpur Kallar, Sekhan Majra, Tangori and Karala. It also confirms that the objections are connected with the Section 11 notifications and are being heard under the objection stage of the RFCTLARR Act.

Current Hearing Position

As of 2 November 2026, the revised schedule is: 2 November 2026 at 3:00 PM Kurda, Khizargarh, Banur and Manakpur Kallar 3 November 2026 at 11:00 AM Sekhan Majra and Tangori 3 November 2026 at 3:00 PM Karala Venue: Second Floor, PUDA Bhawan, Sector 62, S.A.S. Nagar, Mohali.

In Simple Words

Punjab's land-acquisition authorities had earlier called landowners for objection hearings on: 28 and 29 October 2026 for the Aerotropolis Extension project. Those hearings could not take place because of administrative reasons. The new schedule is: 2 November, 3 PM: Kurda, Khizargarh, Banur and Manakpur Kallar 3 November, 11 AM: Sekhan Majra and Tangori 3 November, 3 PM: Karala These are hearings on objections against the Section 11 preliminary acquisition notifications. They are not final compensation or award hearings.

Practical Details

Anyone who had an objection scheduled for 28 or 29 October 2026 should not rely on those old dates. The official revised hearing dates are 2 and 3 November 2026, depending on the village. The hearing itself does not decide compensation or complete the acquisition; it gives affected persons an opportunity to have their objections considered before the process advances.
